About The Position

The Texas Health and Human Services Commission (HHSC) Medicaid CHIP Services (MCS) division seeks a highly qualified candidate for the position of Medicaid Modernization Project Management Office (PMO) Director (Director II) reporting to the MCS Director of Medicaid Modernization Projects within the MCS Operations department. The Medicaid Modernization PMO Director provides strategic leadership and oversight for the Medicaid Modernization PMO team responsible for establishing governance frameworks, managing a portfolio of modernization initiatives, and building a high-performing PMO that drives consistent, effective project delivery. The position operates at an organizational level, ensuring alignment of projects with business outcomes while fostering a culture of accountability, standardization, and continuous improvement. The Medicaid Modernization PMO Director is expected to work under limited supervision, with considerable latitude for the use of initiative and independent judgment. The MCS Operations department delivers infrastructure for both the managed care and fee-for-service delivery models within Texas Medicaid, one of the largest healthcare programs in the country, serving over 4 million Texans. MCS is driven by its mission to deliver high quality, cost-effective services to Texans.

Requirements

  • Graduation from an accredited four-year college or university.
  • At least five years’ experience in portfolio management or enterprise project management.
  • Experience managing teams and direct reports.
  • Knowledge of PMO frameworks, portfolio management, and project governance principles.
  • Knowledge of approaches to managing large, complex project portfolios in public sector or healthcare environments.
  • Knowledge of driving organizational changes and managing resistance to new processes or frameworks.
  • Skills in leadership and people management, with experience supervising multidisciplinary teams.
  • Skills in communication, conducting presentations and engaging with senior leadership.
  • Skills in thinking strategically, with organizational awareness, and operating beyond day-to-day project execution.
  • Ability to build, lead, and mature a PMO within a complex organization.
  • Ability to design and implement standardized processes for project intake, delivery, and oversight.
  • Ability to leverage business acumen, including understanding of how projects align to operational and strategic outcomes.
  • Ability to collaborate cross-functionally, particularly with IT and business stakeholders, to achieve shared goals.

Responsibilities

  • Lead, mentor, and manage a team of project managers, business analysts, and PMO staff on the Medicaid Modernization Team.
  • Establish performance expectations and ensure accountability across the team.
  • Build and mature organizational capability in project and program management practices.
  • Foster a collaborative, high-performing, and service-oriented PMO team culture.
  • Establish, implement, and continuously improve PMO governance frameworks, standards, and methodologies for the Medicaid Modernization Team.
  • Design and operationalize PMO processes within the team, including project intake, delivery lifecycle, and oversight models.
  • Ensure consistent application of standards to improve transparency, compliance, and program/portfolio/project delivery outcomes.
  • Facilitate alignment between the Medicaid Enterprise System (MES) intake and other enterprise intake processes (IT, finance, procurement), avoiding duplication and misalignment.
  • Identify gaps in PMO capabilities and implement sustainable enterprise-level solutions.
  • Oversee a portfolio of Medicaid modernization initiatives to ensure alignment with strategic goals.
  • Establish and maintain portfolio-level visibility, including roadmaps, reporting, and performance metrics.
  • Coordinate planning, sequencing, and dependency management across systems, vendors, and agency divisions.
  • Monitor portfolio health, risks, and interdependencies to proactively surface issues requiring escalation.
  • Support leadership with insights on progress, resource impacts, timelines, and operational readiness.
  • Provide structured, decision ready information to governance bodies to support prioritization and tradeoffs.
  • Partner with executive leadership, IT, and business stakeholders to align PMO activities with organizational priorities.
  • Support organizational change management by embedding structured processes into project delivery.
  • Promote adoption of PMO practices across business and technology teams.
  • Serve as a key liaison across divisions to ensure alignment on modernization efforts.
  • Perform other duties as assigned in support of MCS operations and initiatives.
