This position serves as a subject matter expert for Louisiana administrative Rulemaking, State Plan, and Medicaid Administrative activity, ensuring a clear understanding of these processes. The role involves coordinating the publication and maintenance of Rulemaking and State Plan documents on the agency’s website, adhering to legislative requirements. The Coordinator will work with the LDH webmaster and other Policy and Compliance staff to ensure timely publication and proper archiving of all legislatively mandated documents. A key responsibility is utilizing CMS state-facing systems, ensuring State Plan documents are obsoleted as amendments are transitioned to systems like MACPro, OneMAC, MACFin, and MMDL, and resolving any duplication in the State Plan with new MACPro system deployments. The role also involves collaborating with Rulemaking staff and program staff to adjudicate issues identified by various offices and CMS, and participating in and coordinating research for different stakeholders. Additionally, the position assists in reviewing promulgated rules, notices of intent, and fiscal documents for compliance, and facilitates the publication of required public notices. Monitoring federal and state websites for informational bulletins and CMS releases to stay updated on regulatory changes is crucial. The Coordinator will plan, coordinate, and execute compliance-related communications, design and maintain internal reports to track activity timelines, and participate in various meetings, recording and distributing minutes, and tracking action items. The role also supports program managers in updating policies, procedures, and training materials, and trains new LDH staff on relevant processes. The Coordinator will act as a backup for the Medicaid Rulemaking Liaison and Medicaid Administrative staff and assist with the Uncodified Rulemaking project.
