About The Position

The Medicaid Enrollment and Eligibility Manager leads Neighborcare Health’s eligibility and enrollment operations to support uninsured patients in accessing Medicaid, Washington Healthplanfinder coverage, and other available assistance programs. This role oversees enrollment workflows, maximizes patient enrollment into programs for which Neighborcare Health is a provider, and manages the Sliding Fee Discount Program in alignment with organizational policy and regulatory requirements. The Medicaid Enrollment and Eligibility Manager supervises the eligibility team and is responsible for hiring, onboarding, training, performance management, and completion of annual performance reviews. The role ensures eligibility services are delivered accurately, consistently, and in a patient-centered manner. This position collaborates with internal departments and external partners to support enrollment activities and community awareness of Neighborcare Health’s eligibility services. The Medicaid Enrollment and Eligibility Manager may plan and lead meetings such as the First Friday Forum and represent Neighborcare Health in community, regional, or national settings related to eligibility and access to care.

Requirements

  • Knowledge of eligibility requirements for Washington State health care programs, corresponding health care plans, and Federal sliding fee discount program requirements
  • Travel to different Neighborcare Health sites, 4 days a week
  • Strong planning, organizational, coordination, and project management skills.
  • Excellent written and verbal communication skills, including the ability to present information clearly in public and group settings.
  • Customer service experience working effectively with individuals and groups from diverse backgrounds.
  • Ability to interpret, explain, and summarize complex eligibility regulations and program requirements (e.g., Medicaid enrollment processes, Essential Health Benefits) in clear, understandable terms.
  • Working knowledge of organizational policies, procedures, electronic health record systems, and standard computer applications (e.g., MS Office, Epic, PowerPoint, web-based tools).
  • Demonstrated skill in leadership and supervision, including hiring, coaching, performance management, and administering discipline and annual evaluations.
  • Strong judgment, initiative, problem-solving, and data-informed decision-making skills.

Responsibilities

  • Manage eligibility staff, including recruitment, hiring, onboarding, training, retention, performance management, annual reviews, and discipline.
  • Provide coaching and mentorship focused on problem-solving, process improvement, effective communication, and ensuring appropriate daily staffing and schedule coverage.
  • Serve as a strategic and analytical leader with strong judgment, people skills, and a patient centered focus.
  • Partner with site leadership to plan for long-term patient eligibility needs and resources, and to maximize enrollment into insurance plans in which Neighborcare Health participates.
  • Collaborate in the development of outreach and enrollment materials to support Medicaid eligible patients in understanding the benefits of public insurance coverage.
  • Stay informed of changes in eligibility regulations and enrollment processes; develop, update, and implement eligibility protocols to ensure efficient patient access to services.
  • In collaboration with internal and external partners, coordinate the design, ordering, distribution, and monitoring on enrollment materials, including partnerships such as CHPW’s Partners in Promotion program.
  • Work in partnership with the Washington State Health Care Authority and other agencies to uphold best practices and sustain effective enrollment programs.
