About The Position

AttainX is seeking site inspectors to support our client, the Department of Energy (DOE), Hanford Field Office (HFO) on the WTP Project. WTP requires one (1) full-time equivalent (FTE) mechanical site inspector and two (2) full-time equivalent (FTE) construction site inspector support contractors. The role involves performing detailed construction-related inspections at the HFO WTP high-level waste (HLW) construction site, focusing on work in progress, special activities, identified problem areas, and the adequacy of contractor corrective actions. Activities include direct observation and participation in quality assurance reviews, testing, acceptance inspections, and safety surveys. The inspector will also perform owner's inspector verifications as specified in ASME B31.3, review welding procedures, and conduct periodic inspection team meetings.

Requirements

  • Minimum of 20 years of substantive experience and knowledge inspecting various construction activities, plus an additional 5 years of specialized experience performing construction site inspections on large and/or highly complex industrial federal nuclear and/or chemical processing facility construction projects
  • Possess related national inspection accreditation credentials in areas such as welding and civil or electrical and have a demonstrated ability to clearly document inspections performed and accurately describe issues identified in terms of contract, authorization basis, and dangerous waste permit requirements
  • For the Mechanical Site Inspector only: Meet the qualifications for Owner’s Inspector as define in ASME B31.3 (i.e., not less than 10 years’ experience in the design, fabrication or inspection of industrial pressure piping)
  • Each 20% of satisfactorily completed work toward an engineering degree recognized by the Accreditation Board for Engineering and Technology shall be considered equivalent to 1 year of experience up to 5 years total
  • OR be an American Welding Society (AWS) Certified Welding Inspector (CWI) or Senior Certified Welding Inspector (SCWI) with five years of experience in the design, fabrication or examination of industrial pressure piping

Responsibilities

  • Perform detailed construction-related inspections at the HFO WTP high-level waste (HLW) construction site.
  • Inspections shall focus on work in progress, special activities, identified problems areas and adequacy of construction contractor corrective actions.
  • Activities include direct observation and participation in quality assurance reviews, testing, acceptance inspections and safety surveys.
  • Perform owner’s inspector verifications as specified in ASME B31.3.
  • Review welding procedures, procedure qualification records, and personnel qualification records for compliance with ASME Section IX or AWS codes as applicable.
  • Conduct periodic inspection team meetings to review current WTP construction activities, define inspection focus areas, assess the status of open items and review the progress of assigned WTP HLW assessments.
  • Perform and document inspections of in-process and completed construction-contractor installation activities as assigned.
  • Ensure construction activities comply with contract requirements, the Authorization Basis (AB), applicable codes and standards and Dangerous Waste Permit requirements.
  • Confirm that corrective actions are implemented when noncompliance is identified.
  • Services include continuous on-site inspections using subject matter experts (SMEs) in HVAC, piping, instrumentation and controls, civil, and electrical disciplines.
  • Support monitoring of construction-contractor activities by providing direct observation and involvement in acceptance inspections and safety surveys for ongoing construction.
  • Review nuclear safety, industrial health and safety, fire protection, quality assurance (QA), material control and accountability, welding, electrical, concrete, and structural construction activities.
  • Recommend corrective actions to applicable HFO staff, including issuance of stop work actions, when necessary, to address contractor non-compliance with requirements.
  • Maintain national inspection accreditations relevant to assigned inspection disciplines including welding, civil or electrical inspection credentials.
  • Assessing the construction contractor's safety performance.
  • Inspecting the contractor’s conformance with AB requirements and ensuring corrective actions are taken when those requirements are not met.
  • Provide night‑shift inspection coverage as needed or as part of a rotational assignment with other inspectors.
  • Verify that procedures and specifications meet AB requirements, applicable codes and standards and material requirements.
  • Confirm construction and inspection personnel qualifications.
  • Ensure work is performed within approved controls.
  • Validate that documentation of completed work complies with all requirements.
