About The Position

Parsons is seeking a Mechanical Engineer to join our Owner’s Advisor team supporting the Medical Enlisted Training Campus (METC) Recapitalization Program at Joint Base San Antonio–Fort Sam Houston. This mission-critical initiative will deliver five modern dormitory facilities for up to 6,000 joint-service medical students and the associated infrastructure. Working alongside government leaders, military stakeholders, designers, and contractors, you will help manage risk, protect the government’s interests, and support the successful delivery of a high-profile Progressive Design-Build program. This is a unique opportunity to contribute to a landmark campus, advance innovative delivery methods, and help shape the future of large-scale Air Force infrastructure programs.

Requirements

  • Bachelor’s degree in mechanical engineering from an accredited program and 8+ years of relevant building systems experience.
  • Experience with HVAC/plumbing design review, construction support, mechanical utility systems, and technical documentation.
  • Ability to interpret calculations, equipment selections, schematics, control sequences, and commissioning results.
  • Ability to obtain and maintain unescorted access to JBSA Fort Sam Houston.
  • Ability to communicate effectively, maintain accurate records, collaborate across disciplines, and handle project information in approved systems.
  • Ability to maintain a one team mentality amongst all stakeholders.

Nice To Haves

  • Active PE; Texas licensure or ability to obtain it if required for assigned professional services.
  • Federal/UFC projects, central plants, modular construction, energy analysis, and commissioning experience.

Responsibilities

  • Provide owner-side mechanical engineering review and construction support for dormitory systems, central utility plant interfaces, and modular-to-field connections.
  • Advise on performance, maintainability, and readiness for testing and operations.
  • Review HVAC, plumbing, thermal utility, controls-interface, and related mechanical design packages against approved requirements.
  • Assess loads, capacity, redundancy, equipment access, maintainability, and high-performance building objectives.
  • Review factory/site MEP boundaries, connection details, tolerances, access provisions, and installation sequencing.
  • Provide technical input on submittals, RFIs, proposed changes, nonconformances, and equipment substitutions.
  • Coordinate mechanical inspections, testing, balancing, controls sequences, and commissioning with qualified personnel.
  • Support lifecycle alternatives, O&M requirements, training, asset data, and mechanical turnover verification.
