About The Position

Oxfam America is seeking a team of evaluation consultants to conduct a summative and formative evaluation of the Asia Community Preparedness and Transformation (ACT) project. This evaluation will assess the project's effectiveness, impacts, and identify best Disaster Risk Reduction (DRR) practices over six years of implementation in communities across the Philippines, Bangladesh, Indonesia, and Nepal. The evaluation aims to provide valuable information on how ACT programming contributed to strengthening DRR capacities, local DRR systems, and early signs of sustainability. It will also offer insights and recommendations for a potential next phase. Requirements

  • Minimum of 7 years of monitoring and evaluation (M&E) experience managing multi-country evaluation projects in Disaster Risk Reduction, Humanitarian, Disaster Preparedness and Response, Resilience, Food Security, or other relevant areas.
  • Experience conducting studies, evaluations, or surveys to understand, learn about, and measure disaster preparedness or humanitarian action.
  • Very solid knowledge of and experience using a diversity of M&E approaches and methods, mixing qualitative and quantitative methods to accurately answer evaluation questions.
  • Ability to lead and support the whole evaluation team.
  • Experience in building a team of local evaluators/consultants in the region for multi-country program evaluation, and remotely working with and advising them effectively.
  • Good understanding and demonstrated application of gender-sensitive, safeguarding, and feminist standards and principles in evaluation, integrating them into data collection, analysis, and recommendations.
  • Good verbal and written communication and interpersonal skills to convey informative and formative answers concisely in reports, PPT presentations, and other dissemination products.
  • Ability to liaise with diverse teams in-country (Oxfam and implementing partners, in-country evaluators, local stakeholders) and community members respectfully and culturally appropriately.
  • Experience in effectively and visually presenting evaluation findings and learnings using multiple media, adapted to target audiences (Oxfam teams, implementing partners, local/national government structures, community members).
  • Good facilitation skills, both online and in-person.
  • Ability to provide a toolbox of facilitation methods for the whole evaluation team.

  • Compliance with the Code of Ethics mandated by relevant evaluation associations or societies.

Responsibilities

  • Lead and develop a robust methodology to answer key evaluation questions and assess the level of sustainability.
  • Conduct an inception phase including reviewing documentation, consulting with communities, local NGOs, and local authorities to define sustainability and local leadership, and design the evaluation methodology.
  • Conduct culturally appropriate data collection in Bangladesh, Nepal, Indonesia, and the Philippines, maximizing field time for sense-making, information sharing, and recommendation formulation with local actors.
  • Review and sense-make evaluation findings with stakeholders to obtain rich, context-specific insights.
  • Write one comprehensive evaluation report answering key evaluation questions with credible findings and evidence, including country-specific reports, visual stories of local DRR transformation, and other relevant documentation as annexes.
  • Develop a key findings dissemination plan, sharing learnings with various audiences (Oxfam, partners, government agencies, community DRR groups) and creating an uptake plan per country to inform future actions.
  • Uphold the integrity and reputation of Oxfam by ensuring professional and personal conduct aligns with Oxfam’s values and standards.
  • Treat all people with respect and dignity, challenging any form of harassment, discrimination, intimidation, exploitation, or abuse.

  • Comply with the Code of Ethics mandated by relevant evaluation associations or societies.
