About The Position

Oxfam America is seeking a team of evaluation consultants to conduct a summative and formative evaluation of the Asia Community Preparedness and Transformation (ACT) Project. This evaluation will assess how ACT programming contributed to strengthening Disaster Risk Reduction (DRR) capacities, local DRR systems, and early signs of sustainability in target communities in Bangladesh, Indonesia, Nepal, and the Philippines over six years of implementation. The evaluation aims to provide valuable insights and recommendations for a potential next phase. Requirements

  • Evaluation Lead: Minimum of 7 years of M&E experience managing multi-country evaluation projects in Disaster Risk Reduction, Humanitarian, Disaster Preparedness and Response, Resilience, Food Security, or other relevant areas.
  • Evaluation Lead: Experience conducting studies, evaluations, or surveys to understand and measure disaster preparedness or humanitarian action.
  • Evaluation Lead: Solid knowledge and experience using a diversity of M&E approaches and methods, mixing qualitative and quantitative methods.
  • Evaluation Lead: Ability to lead and support the entire evaluation team, with experience building and remotely managing a team of local evaluators/consultants in the region.
  • Evaluation Lead: Experience in effectively and visually presenting evaluation findings and learnings using multiple media, adapted to various audiences.
  • Evaluators: Minimum of 5 years of M&E experience in Disaster Risk Reduction, Humanitarian, Disaster Preparedness and Response, Resilience, Food Security, or other relevant areas in the country of focus.
  • Evaluators: Solid knowledge and experience using a diversity of M&E approaches and methods, mixing qualitative and quantitative methods.
  • Evaluators: Good understanding and demonstrated application of gender-sensitive, safeguarding, and feminist standards and principles in evaluation.
  • Core Competencies: Good facilitation skills (online and face-to-face) and ability to provide a toolbox of facilitation methods.
  • Core Competencies: Ability to travel to remote areas in Asia, if needed.
  • Core Competencies: Excellent English language skills.

Nice To Haves

  • Experience in building a team of local evaluators/consultants in the region to collaborate on a multi-country programme evaluation, and remotely working with them and advising them in the most effective manner.
  • Experience in effectively and visually presenting using multiple media evaluation findings and learnings adapted to the target audience and users of the evaluation: teams (Oxfam and implementing partners), local and national government structures and community members.

  • The consulting firm should ideally be composed of members who are either based or have experience in the target countries of this evaluation.

Responsibilities

  • Lead and develop a robust methodology to answer key evaluation questions and assess the level of sustainability.
  • Conduct an inception phase including reviewing documentation, consulting with communities, local NGOs, and local authorities to define sustainability and local leadership, and design the evaluation methodology.
  • Conduct culturally appropriate data collection in Bangladesh, Nepal, Indonesia, and the Philippines, maximizing field time for sensemaking, information sharing, and recommendation formulation with local actors.
  • Review and sense-make evaluation findings with stakeholders to obtain rich, context-specific insights.
  • Write one comprehensive evaluation report answering key evaluation questions with credible findings and evidence, including annexes with country-specific reports, visual stories of local DRR transformation, and other relevant documentation.
  • Develop a dissemination strategy and plan to share learnings with various audiences, including Oxfam, partners, government agencies, and community DRR groups, informing actionable steps.
  • Apply decolonial and feminist principles, mixed methods, and participatory approaches throughout the data collection, analysis, and reporting process.
  • Uphold Oxfam’s Code of Conduct, ensuring professional and personal conduct aligns with Oxfam’s values, treating all people with respect and dignity, avoiding conflicts of interest, and being responsible for the use of Oxfam resources.
  • Comply with Oxfam’s Responsible Program Data Policy, ensuring data and information provided by communities, partners, and Oxfam are not disclosed without prior written permission.
  • Ensure all team members receive and understand Oxfam’s Code of Conduct and Safeguarding Principles.
  • Comply with the Code of Ethics mandated by relevant evaluation associations or societies.
  • Collaborate with the Evaluation Advisory Committee (EAC) and the Senior Humanitarian MEAL Advisor.
