About The Position

CGS is looking for an Information Operations (IO) Scenario Writer to support the US Army's Mission Command Training Program (MCTP) at Fort Leavenworth, KS. The Information Operations (IO) Scenario Writer provides subject-matter expertise to produce scenario products that design, integrate, and adjudicate Information Operations (IO) effects across MCTP exercises. Working closely with Higher Command (HICOM), Exercise Control (EXCON), Joint Effects Division (JED), and Opposing Force (OPFOR) elements, the IO Scenario Writer ensures IO actions are credible, synchronized with maneuver and simulation, and executed in accordance with established procedures and workarounds to meet unit training objectives.

Requirements

  • 10+ years of Army experience.
  • 5+ years of specialized experience as an Information Operations officer (FA30).
  • BS/BA degree with 5 years of military experience, or High School and 10 years of military experience.
  • Active DOD Secret clearance is required.

Nice To Haves

  • Demonstrated experience writing scenario content, MSEL injects, annex-level materials (IO Annexes/STARTEX), and exercise documentation for collective training events (brigade-level and above).
  • Familiarity with MCTP/CTC exercise processes, EXCON functions, OPFOR operations, and JED procedures preferred.
  • Strong technical writing, storyboarding, and database management skills.
  • Excellent communication and coordination skills; proven ability to liaise with HICOM, EXCON, JED, S-3, OPFOR, and intelligence/planning staff.

Responsibilities

  • Coordinate with the HICOM cell to maintain a credible, coherent, and synchronized exercise scenario; integrate IO actions not modeled in the simulation through JED, S-3 Operations, or approved Workarounds.
  • Assist in replicating Echelon Above Corps (EAC) and flank/EAC functions not otherwise handled by maneuver control in EXCON, as required by exercise design.
  • Create and maintain a dynamic IO database that documents all IO elements employed in the exercise (plans, events, MSELs, adjudications, timelines, approvals); update the database continuously to reflect changes during planning and execution.
  • Develop a draft IO plan for each exercise and provide the responsible Government exercise planner with a monthly summary of plan changes and updates.
  • Produce a coordinated draft IO Annex (e.g., STARTEX / MOA) prior to execution for review by the JED Chief and other appropriate authorities.
  • Train, monitor, and advise the OPFOR Tactical Commander on IO concepts, doctrine, and execution; develop draft IO events for inclusion in the "Road to War".
  • Prepare and present recommended IO workarounds and mitigations to the MCTP Rules and Workaround Committee; assist in adjudication of IO-related R&W items during exercise execution.
  • Synchronize and supervise execution of all IO storylines and associated MSEL injects across play areas, ensuring timing, fidelity, and coherence with other warfighting functions and simulation effects.
  • Provide after-action observations and recommended improvements to IO scenario design, database structure, and coordination processes for future exercises.
