About The Position

Under the general direction of the Health Services Director, and in collaboration with the County Health Officer, has the general responsibility and authority to plan, implement, evaluate, coordinate, and manager all Maternal, Child, & Adolescent Health (MCAH) services within the local health jurisdiction. Performs locally specific activities to ensure that people, including pregnant and postpartum individuals, have access to appropriate preventive, reproductive, perinatal, and postpartum services. Manager Academy is mandatory for all managers and consists of nine courses that must be completed within two years. Participation is required and completed during work hours.

Requirements

  • Equivalent to graduation from an accredited college or university with a bachelor's degree in nursing.
  • Three (3) years progressively responsible administrative and supervisory nursing experience.
  • Experience working with women and children.
  • Experience building community relationships, collaborations and initiatives.
  • Valid Driver License
  • Certification as a Public Health Nurse
  • Knowledge of principles and practices of health administration including the effective delivery of health care services.
  • Knowledge of principles and practices of personnel management, fiscal management, and grant administration.
  • Knowledge of compliance with local, state, and federal regulation (i.e. JCAHO, Medicare, CMS).
  • Knowledge of principles and practices in formulating, operating, and evaluating program policies.
  • Knowledge of patient advocacy.
  • Knowledge of conflict resolution.
  • Knowledge of all computer applications and hardware related to performance of the functions of the job.
  • Skill in demonstrating interpersonal and management skills.

Responsibilities

  • Plan, organize, and direct all fiscal, personnel and program matter for the MCAH including nutrition, high-risk infant program, children’s medical services, adolescent family life program, and perinatal services.
  • Monitor local health status indicators for pregnant women, infants, children, adolescents and their families using standardized data techniques.
  • Share data annually with the Local Health Officer.
  • Utilize this data to develop an understanding of health needs within the community and identify barriers to the provision of health and human services for the MCAH population.
  • Prepare and monitor budgets for the division.
  • Write, review, and monitor grants.
  • Ensure division staff is informed of and complies with administrative, fiscal and personnel policies, and procedures.
  • Supervise, train, and evaluate staff.
  • Assume the responsibility of unit supervisors and managers in their absence.
  • Perform studies and special projects as needed.
  • Perform related duties as assigned.
  • Identify health issues and interact with local health care providers, community members, managed care plan providers, coalitions, etc., to enhance program efforts and improve outcomes.
  • Develop plans and direct resources consistent with program goals and objectives.
  • Coordinate all MCAH patient/client outreach, education, and community services provided by local, state, and federal programs, to prevent duplication of services and facilitate optimal use of resources.
  • Submit an Annual Report to the CDPH/MCAH.
  • Participate in quality assurance activities designed to improve community health outcomes for women, children, adolescents, and their families.
  • Ensure that SIDS activities take place, including community infant safe sleep and SIDS risk reduction education and grief and bereavement support for families experiencing a SIDS death.
  • Identify at-risk maternal and infant population’s and develop strategies to address barriers and improve access to early and comprehensive quality perinatal care.
  • Use local maternal and infant data to develop safety-net strategies with providers and community partners to ensure at-risk women receive appropriate perinatal care and relevant services.
  • Evaluate activities to determine outcome and quality of service.
  • Attend MCAH Action meetings and other required trainings.
  • Address and resolve inter-professional and intra-disciplinary problems.
  • Perform other related duties as assigned.
