About The Position

This role focuses on field inspection, materials evaluation, and quality assurance for construction and maintenance projects. It involves identifying issues, determining root causes, ensuring compliance with applicable standards, and recommending effective solutions. Responsibilities include inspecting materials and processes, reviewing plans and documentation, performing testing, analyzing data, and reporting findings. The position also supports continuous improvement efforts, stakeholder communication, and technical guidance. In addition, the Materials Coordinator ensures radiation safety compliance, oversees the proper use and storage of nuclear gauges, and provides oversight of consultant contracts through detailed review and evaluation. Requirements

  • Knowledge of the concepts, terminology, principles and analytical techniques of earthwork; engineering design, construction, production and/or operations.
  • Skills in using engineering tools, equipment and/or instruments.
  • Ability to operate a personal computer for word processing, spreadsheet and database applications.
  • Ability to analyze and interpret engineering data.
  • Ability to solve problems relating to engineering.
  • Ability to perform technical engineering inspections.
  • Ability to apply engineering quantitative techniques.
  • Ability to plan, organize and coordinate work assignments.

  • Must possess or obtain and maintain Earthwork Construction Level 1 Construction Training Qualification Program (CTQP), Earthwork Construction Level 2 (CTQP) and Nuclear Radiation Safety Certificate and become qualified as Radiation Safety Officer.
  • Must pass or have passed Construction Math and Contract Plans Reading Self Study examinations.
  • A valid Class E Drivers License is required.
  • Employee will be required to be responsive to emergency situations within a very short timeframe and serve on the Transportation Emergency Management Team (TEMT).
  • High school diploma or equivalent.
  • Prior experience operating a personal computer for word processing and spreadsheet.
  • Must have an acceptable driving record in accordance with the Department’s Driver’s Record Requirements Policy.

Responsibilities

  • Perform Analysis of in-place conditions in the field. Perform warranty inspection and analysis in the field as required. Determine the cause(s) of the in-place conditions. Propose solutions if necessary, or requests by the customer.
  • Inspect materials in the field as requested or required during Construction, Maintenance or Design. Determine material compliance with Department contract and procedural documents. Inspect ongoing activities and documentation of materials related testing and inspection. Provide feedback and technical assistance to field personnel as appropriate. Document and report findings.
  • Evaluate project/process to determine current performance status. Make/recommend improvements to optimize delivery or improve results. Notify stakeholders of any changes to the project/process. Ensure project/process is consistent, predictable and repeatable.
  • Perform independent assurance evaluations in the field as described in Department procedures and the Federal Aid Policy Guide. Perform these evaluations in an objective and professional manner. Document and report findings.
  • Review Quality Control plans, Constructions plans, specifications, procedures and any other documents necessary to execute the Department’s mission. Provide clear comments as requested in time to be useful to the customer. Offer solutions when objecting to the approach that is proposed.
  • Perform field and/or laboratory testing in the field in accordance with the applicable Florida Sampling and Testing Methods (FSTM), American Association of State Highway and Transportation Officials (AASHTO) or American Society for Testing and Materials (ASTM) test method. Report results precisely in the appropriate database. Keep all testing equipment calibrated and in good working order.
  • Analyze materials data for contract and procedural compliance. Take timely action to report any errors in the data. Actively facilitate the notification of stakeholders of errors, failures or negative trends.
  • Provide materials related technical support to customers as requested. Provide support in time to meet the customer’s needs. Provide guidance and training to customers.
  • Serves as the District Radiation Safety Officer (DRSO), ensuring compliance with the policies and procedures of the Department of Health (DOH), Bureau of Radiation Control (BRC), Nuclear Regulatory Commission (NRC) and Florida Department of Transportation (FDOT). Ensures training classes, testing, certifying and conveying all updates or changes according to FDOT specification, procedures, and policies. Maintains nuclear gauge storage locations for compliance with DOH, BRC, NRC and FDOT policies and procedures. Ensures the nuclear density gauge inventory, leak testing, calibration and repairs are performed according to specifications, procedures and policies. Monitors radiation workers in the safe operation of nuclear moisture/density gauges.
  • Support consultant contracts in accordance with applicable rules, laws and procedures. Review the consultant work effort. Review and comment on invoices.
