About The Position

Bechtel is building a semiconductor manufacturing plant in New Albany, Ohio. This role is part of the Project Supply Chain team, responsible for ensuring materials are available and managed effectively to support construction activities. The Material Coordinator will serve as a liaison between Project Supply Chain, Field Supply Chain, and Construction personnel to ensure timely and accurate material distribution and inventory control. This position requires a strong understanding of materials management principles, including inventory control, demand forecasting, and risk mitigation. The role also involves coordinating with various project teams, including engineering, construction, and subcontractors, to implement material management plans and support project objectives. A key aspect of this role involves ensuring compliance with specific regulations such as the Davis-Bacon and Related Acts (DBRA) and the CHIPS and Science Act, particularly concerning prevailing wage requirements.

Requirements

  • Bachelor's degree (or international equivalent) in a relevant field and 1 year of relevant experience, OR 4-5 years of relevant work experience in lieu of a degree.
  • Extensive knowledge in Materials Management including the use of material allocation tools, inventory controls, material demand forecast planning, schedule/cost risk mitigation and metrics/reporting.
  • Familiarity with procurement, expediting, and logistics activities to support a global materials management program.
  • Demonstrates advanced skills in developing and upskilling team members.
  • Ability to work and communicate effectively with all levels of project functional groups.

Nice To Haves

  • Familiarity with Incoterms.

Responsibilities

  • Serve as liaison at a project site between Project Supply Chain for reporting of undelivered materials, Field Supply Chain for stored materials, and Construction personnel for accurate reporting of materials required for work package installation.
  • Coordinate with responsible groups to ensure materials are provided in a timely manner and in sufficient quantity to support the completion of construction work.
  • Implement planned construction activities and work packaging structure on the project through coordination with Field Engineering, Construction, and/or Subcontractors, and Project Controls.
  • Ensure accurate distribution of materials to Construction and/or Subcontractor installation locations.
  • Determine, with the functional groups, the best strategy for fabricated systems that provide the most overall value on the project.
  • Implement planned inventory control mechanisms, such as min-max and bag-and-tag, and use Supply Chain Automation tools to ensure that construction material requirements are met.
  • Identify early on which surplus or unneeded materials should be returned to storage.
  • Coordinate material availability in support of design revisions, rework, contingency, or work-around plans.
  • Participate in Construction and/or Subcontractor planning meetings to be fully aware of changes in installation plans and priorities.
  • Coordinate with warehouse personnel for materials to be issued direct to the installation area, as opposed to being controlled in storage.
  • Coordinate the constructability look ahead meetings.
  • Prepare site constructability reports as inclusive of 30, 60, and 90-day lookaheads.
  • Utilize the materials components of the project Automation Plan to monitor related data transfers between functional groups.
  • Adhere to the Materials Management Plan with respect to applicable commodity groups.
  • Participate in subcontract formation and/or administration, including preparation and review of bid request packages and developing project contracts operating procedures.
  • Administer subcontracts through continual progress review, forecasting, and communication of difficulties to ensure subcontract compliance with project requirements.
  • Perform all phases of tasks involved in the sourcing, formation, tendering, negotiation, award, and administration of EPC subcontracts.
  • Communicate with bidders and personnel within Bechtel to establish clear definition of requirements and to assure proper performance to the stated project requirements.
  • Maintain a continuing review of the progress of each subcontract and provide management with information regarding any scope, budget, financial, legal, or technical difficulties.
  • Prepare change orders and amendments, and negotiate with subcontractors and customers to obtain settlement.
  • Represent the company at all times with high moral standards and ethics.
  • Interface with Subcontractors to communicate implementation of, and compliance with, the Davis-Bacon and Related Acts (DBRA) including DBRA’s prevailing wage requirements in conformance with the CHIPS and Science Act.
