About The Position

The Master Planner Lead for SPAARK shall provide master planning services to the PAARNG. This role involves providing analysis, recommendations, and proposals for the highest and best use of facilities. The Master Planner Lead will provide facilities requirements data and assist in recommending facility conversions, re-stationing actions, renovations, addition/alteration projects, or disposal. They will also perform stationing and utilization analysis briefs for leadership and higher headquarters. The position requires performing data analysis and updates in ASIP, ENBOSS (ProjDoc/EMAAR/MarkUp), RPLANS, PRIDE. The role involves generating analysis DD Forms 1390-91 & worksheets and providing QA/QC analysis on actual DD1390-91-WS. Additionally, the Master Planner Lead will prepare analysis for decisional briefs and generate and maintain the MILCON Long Range Construction Plan (LRCP). This role coordinates state MILCON project submissions and supports the Pennsylvania MILCON team during document preparation for Soft Lock, Annual Review, Hard Lock, and FYDP review. The Master Planner Lead will attend Telephone Conferences (TELCON) and training webinars, and maintain continuity and accountability for contract deliverables and personnel. They will use PRIDE/HQIIS and ASIP for data collection, data correction, and reporting for the Real Property Planning and Analysis System (RPLANS). The role supports or performs space analyses/studies and project analysis for DD 1390/91's and 420-R's, determining adequacy and utilization ratios for current and future stationing and facility additions/alterations. The Master Planner Lead will generate and maintain the Long Range Construction Plan (LRCP) and lists of Sustainment, Restoration and Modernization (SRM) projects for each fiscal year. The role supports issue resolution regarding zoning, environmental, easements, utilities, community, permitting, and associated matters during design and construction phases of contracts. The Master Planner Lead will review and update the ASIP database for current and future force structure allowances, assist with space analysis to validate stationing plans, and report deficiencies to the ASIP Manager. They will assist the CFMO in identifying deficits and excess space requirements using RPLANS and RPDP. The Master Planner Lead will accompany Government representatives to onsite and offsite meetings and working groups as an advisor to the CFMO. Reports to the CFMO for workflow and shall report to FTIG for work location.

Requirements

  • Bachelor’s degree preferred or equivalent work experience of 5+ years’ planning in a facility and real property environment.
  • Excellent communication skills orally and in writing.
  • Familiarity with Enterprise Resource Planning (ERP) systems.
  • Oracle preferred.
  • Expert Microsoft Excel skills and proficiency in Microsoft Office.
