About The Position

The Nevada Department of Transportation is hiring for a Master IT Professional 2 located in Carson City, Nevada. The Software Architect & Modernization Technical Lead will design and maintain the organization's software architecture while guiding modernization and innovation efforts. This role sets the technical vision, defines architectural standards, and ensures that systems are scalable, secure, and prepared for future needs. In addition to serving as the technical lead for modernization efforts, this position champions emerging technologies, collaborates across teams, and drives architectural direction that transforms legacy systems into modern, efficient platforms. The ideal candidate will champion emerging technologies, foster innovation, promote best practices, and help align technical solutions with strategic organizational goals. Master Information Technology (IT) Professionals provide the highest level of professional IT expertise in an agency in one or more functional areas such as information systems project management, quality assurance, database administration, network administration, systems administration, applications analysis and development, or information security.

Requirements

  • Bachelor's degree from an accredited college or university with major coursework in computer science, management information systems, or a closely related field.
  • Six years of progressively responsible professional IT experience.
  • Three years of experience at the advanced journey level in a pertinent specialty area such as information systems project management, quality assurance, systems administration, network administration, database administration, applications analysis and development, or information security.
  • Equivalent combination of education and experience.
  • Advanced level knowledge and skills.
  • Ability to analyze and resolve complex issues and problems.
  • Ability to provide the highest level of technical consultation and training.
  • Technical expertise in one or more of the following areas: Information systems project management, Quality assurance, Systems administration, Network administration, Database administration, Applications analysis and development, Information security.
  • Knowledge of various systems software products and their interrelationships.
  • Knowledge of performance monitoring principles and related software products.
  • Knowledge of vendor procedures for applying maintenance and temporary fixes.
  • Knowledge of planning, development, and implementation of backup and recovery techniques and procedures for all data and applications software.
  • Knowledge of administration of large complex networks including wide area, campus, multi-agency or statewide multi-protocol networks.
  • Ability to apply advanced level knowledge and skills to projects and assignments deemed critical to the agency's mission.
  • Ability to analyze and resolve complex issues and problems which directly impact the agency's services to the public, collection of revenue, and/or public safety.
  • Ability to provide the highest level of technical consultation and training to the agency in developing, enhancing, implementing, and modifying information systems which support the agency’s business processes.
  • Possess specialized skills and training/certification from a nationally recognized/accredited organization in a specific IT area.

  • Select, analyze, maintain, and modify computer, communications, mainframe, and server hardware, operating systems, and auxiliary software packages.
  • Perform backup and recovery of the agency’s software and data.
  • Engage in long-range planning for both hardware and software products.
  • Conduct detailed alternative analyses and cost/benefit analyses.
  • Determine end-user requirements.
  • Implement planning strategies, departmental policies, and standards.
  • Plan, design, implement, performance tune, troubleshoot, and administer multi-protocol, geographically dispersed networks.
  • Integrate WAN topologies.
  • Perform agency data modeling, database configuration, performance tuning, and backup and recovery of data.
  • Develop and implement standards and procedures to convert, transfer, and interface data within and between databases.
  • Maintain data dictionaries, repositories, and related software.
  • Control and authorize sharing of information with multiple users.
  • Provide technical consultation regarding application development and utility executions within various database environments.
  • Analyze, design, develop, maintain, and modify information systems and applications.
  • Consult with management to determine agency needs and system requirements.
  • Construct and program systems.
  • Integrate new implementations with existing hardware and software.
  • Conduct detailed alternative analyses and cost/benefit analyses.
  • Determine end-user requirements.
  • Communicate with a variety of audiences such as end-users, technicians, vendors, management, and others.
  • Perform security administration, operation, and oversight of information systems and data.
  • Work with management and technical staff to develop a comprehensive information security program.
  • Be responsible for six or more of the ten security domain areas: Access control, Application/system development security, Continuity of operations/disaster recovery planning, Cryptography, Information security management, Operational security (OPSEC), Physical technical security, Security architecture and models, Security law, investigation and ethics, Telecommunications/network security.
  • Train, supervise, and evaluate the performance of subordinate staff.
  • Serve as a project leader as assigned.
  • Perform related duties as assigned.
  • Provide technical expertise beyond that which is provided by an IT Professional IV or III.
  • Apply advanced level knowledge and skills to projects and assignments critical to the agency's mission.
  • Analyze and resolve complex issues and problems impacting agency services, revenue collection, and/or public safety.
  • Provide the highest level of technical consultation and training to the agency in developing, enhancing, implementing, and modifying information systems.
