About The Position

CACI is seeking a Maritime Field Service Representative (FSR) to support maritime assessments and capability development with Ecuadorian military and security partners. The FSR will evaluate vessels, motors, trailers, communications, fuel systems, maintenance capabilities, and supporting infrastructure to identify operational deficiencies and sustainment requirements. This is an assessment, advisory, and execution-focused position, not solely a maintenance role. The FSR will translate field observations into actionable recommendations addressing scope, cost, schedule, procurement, logistics, risk, and long-term host-nation sustainment, and support approved solutions through execution. The Maritime FSR will provide leadership with a clear picture of existing Ecuadorian maritime capabilities, equipment condition, capability gaps, recommended solutions, costs, schedules, sourcing, host-nation requirements, execution status, and long-term sustainment.

Requirements

  • Demonstrated maritime experience involving small boats, marine engines, maintenance, logistics, or maritime operations.
  • Experience conducting technical/equipment assessments and developing cost estimates, vendor comparisons, schedules, and technical recommendations.
  • Experience working with military, government, law enforcement, contractors, vendors, or equivalent organizations.
  • Ability to work independently in an overseas environment with strong written reporting, documentation, and communication skills; Spanish-language proficiency of 3 or higher.
  • U.S. Citizen with a valid U.S. Tourist Passport with at least six months remaining before expiration, ability to travel throughout Ecuador, and ability to obtain required Ecuadorian work authorization/visa.
  • Active Secret clearance.

Nice To Haves

  • Prior U.S. Navy, Coast Guard, Marine Corps, Special Operations, or maritime law-enforcement experience.
  • Previous FSR, maintenance advisor, security cooperation, FMS/BPC, counter-narcotics, or SOUTHCOM experience.
  • Experience working with foreign military or host-nation partners, particularly in Latin America or the Caribbean.
  • Experience with international procurement, shipping, customs/importation, logistics, and equipment fielding.
  • Familiarity with Program Management Office (PMO) operations, including requirements, cost, schedule, procurement, risk, and reporting.
  • Experience supporting maritime projects from assessment to final execution.

Responsibilities

  • Conduct assessments of boats, marine engines, trailers, communications, navigation and fuel systems, spare parts, tools, maintenance capabilities, and support equipment.
  • Document equipment condition, capability gaps, maintenance requirements, and repair-versus-replacement recommendations.
  • Conduct local Ecuadorian vendor research and cost comparisons for marine repair, engines, parts, fabrication, communications, transportation, fuel, and related services.
  • Develop ROM estimates, Bills of Material (BOMs), Scopes of Work (SOWs), schedules, vendor comparisons, and Courses of Action (COAs), considering U.S. versus local sourcing, shipping, customs, lead times, and sustainment.
  • Provide vendor and procurement recommendations to the Government and support approved decisions through contracting, coordination, delivery, installation, fielding, and execution.
  • Assess local conditions, vendor capabilities, parts availability, ports/marinas, transportation, security, customs/importation requirements, and logistics constraints affecting execution.
  • Coordinate directly with Ecuadorian military/security partners, U.S. Government personnel, SOUTHCOM stakeholders, contractors, and local vendors to resolve requirements and maintain execution timelines.
  • Maintain an advisory posture focused on sustainable host-nation capability, while observing appropriate U.S. and Ecuadorian military customs, courtesies, cultural considerations, and professional protocols.
