About The Position

PacMar Technologies, a privately-owned defense contractor, is seeking a Marine Operations Manager. General Description: The Marine Operations Manager leads and manages all marine operations, ensuring the smooth execution of projects involving our marine platforms such as boats, amphibious vehicles, and unmanned underwater vehicles. This position works closely with cross-functional teams, including engineers, technicians, and researchers, to support the development, testing, and deployment of our marine vehicles in various environments. This position will also support procurement, inventory, test vessel operations, maintain safety protocols, general fabrication, and facility maintenance.

Requirements

  • High School diploma or GED.
  • Seven years related experience. (A Bachelor’s degree in a related field may substitute for four years of related experience.)
  • U.S. Coast Guard Captain’s License.
  • Strong knowledge of marine equipment, systems, and safety protocols.
  • Demonstrated leadership skills and the ability to effectively manage a team.
  • Excellent critical thinking, problem-solving and decision-making abilities, especially in high-pressure situations.
  • Exceptional communication and interpersonal skills to collaborate effectively with cross-functional teams and external partners.
  • Strong organizational and project management skills, with the ability to prioritize tasks and manage multiple projects simultaneously.
  • Familiarity with relevant regulations and standards governing marine operations.
  • Ability to balance multiple tasks in a fast-paced environment, while working strongly with others in a team.
  • The ability to self-motivate and demonstrate good time-management skills.
  • Extensive experience in marine operations, particularly in the deployment and management of amphibious vehicles and unmanned underwater vehicles
  • Must be a U.S Citizen with a SECRET clearance or the ability to obtain a SECRET clearance.

Responsibilities

  • Responsible for collaborating with Test Director, PMs and PIs to plan and lead field operations (e.g. demonstrations, deployments and field tests).
  • Collaborates with engineering teams to optimize vehicle performance including propulsion systems, navigation equipment, and communication systems.
  • Collaborates with research teams to gather project requirements and ensure timely deployment of vehicles for data collection and experimentation purposes.
  • Sources and coordinates outside contractors to support field operations.
  • Develops and maintains relationships with external partners, vendors, and subcontractors involved in marine operations, negotiating contracts and ensuring quality and timely delivery of services.
  • Coordinates movement of equipment to accommodate shifting project goals; organizes and maintains remote storage locations.
  • Works with management and division resources to ensure readiness for field operations.
  • Leads training on operations and maintenance of marine platforms, either developed in-house or by an outside party or contractor. Training can be for internal PMT team members, or for outside companies or agencies (such as the US Coast Guard).
  • Manage a team of technicians and operators involved in vehicle maintenance, repair, and deployment activities.
  • Directs, as needed, Shop Apprentices to assist with storage organization and general maintenance.
  • Develops and ensures compliance with marine safety program including maintaining safety equipment, safety materials, and safety notifications.
  • Conducts risk assessments and develops contingency plans to mitigate operational risks, ensuring the safety of personnel and equipment during marine operations.
  • Acts as Charter captain for company vessels.
  • Develops and maintains a system for tracking projects, support needed, and progress made.
  • Monitors and analyzes operational data, performance metrics, and feedback from field operations to identify areas for improvement and implement corrective actions. Shares with management as needed.
  • Assists co-workers in developing seamanship and boat handling skills.
  • Ensures readiness for field such as testing. Schedules harbor operations, operates vessels as needed, deploys vessels, retrieves vessels, and maintains vessels and ensures all compliance with safety protocols and industry regulations are met.
  • Processes and maintains vessel registration documentation and records.
  • Maintains equipment and tools including keeping equipment maintenance records.
  • Oversees the development and implementation of standard operating procedures (SOPs) for marine operations, ensuring adherence to best practices.
  • Other duties as assigned.
