As Manager, Workplace Health & Safety, you will play a critical leadership role in advancing a strong safety culture, ensuring legislative compliance, and enabling programs that protect the well-being of our workforce across a large, complex, multi-site organization. The Opportunity Reporting to the Senior Manager, Talent Management, we are seeking an experienced and knowledgeable Manager, Workplace Health and Safety to lead and enhance our corporate safety program. You will provide leadership, support, and guidance to a team of subject matter professionals who deliver consultation and expertise across diverse business streams to ensure a workplace that is both healthy and safe for all. This role is responsible for leading the development of a comprehensive health and safety program aligned with Peel’s People Plan, supporting a culture of compliance with all applicable legislation and regulations across a complex, multi-site organization. Continuous program development and improvement will be key to adapting to evolving workplace needs. In this role, you will provide expert advice and guidance to management while overseeing the development, implementation, and delivery of health and safety programs to all workplace parties.

Requirements

  • University degree in Occupational Health & Safety or a related field with seven (7) years of progressive management experience in health and safety, or an equivalent combination of education and experience.
  • Industry-recognized certification or designation (e.g., Canadian Registered Safety Professional (CRSP) or certification in Safety Engineering).
  • Experience in a multi-site workplace with multiple union partners preferred.
  • Comprehensive knowledge of relevant legislation and regulations, including the Occupational Health and Safety Act, Workplace Insurance Act (WSIA), WSIB policies and processes, Ontario Human Rights Code, and related legislation.
  • Demonstrated leadership capabilities with the ability to influence and guide teams.
  • Excellent interpersonal skills with the ability to work effectively with individuals, groups, and external partners.
  • Strong report writing, analytical, and project management skills with the ability to meet tight deadlines.
  • Proficiency in MS Office applications (Outlook, Word, Excel, PowerPoint); knowledge of Parklane is an asset.
  • Demonstrated ability to investigate, analyze, mediate, and resolve complex, sensitive, and confidential issues.

Responsibilities

  • Lead and manage a team of subject matter experts and support staff.
  • Ensure the strategic direction for the corporation, department, and division are integrated into the section.
  • Prepare and manage an annual business plan and identify performance targets.
  • Promote a client service-oriented culture and focus within the program.
  • Develop, recommend, and administer the section's budget, ensuring that expenditures are controlled and maintained within approved budget limitations.
  • Recruit, coach, motivate, train, and evaluate reporting staff while ensuring efficient and effective utilization of resources.
  • Provide guidance on technical and human resource issues and ensure consistent application of regional policies and procedures.
  • Develop and empower employees through coaching, guidance, and regular feedback, providing development and stretch opportunities, strategic and technical direction, and encouraging participation in key decision-making processes where appropriate.
  • Build and maintain relationships with counterparts in other jurisdictions to share information on activities, policies, trends, and relevant data.
  • Establish partnerships with external agencies to participate in joint initiatives.
  • Provide guidance, coaching, and technical expertise to support employee engagement and accountability with respect to health and safety initiatives and programs.
  • Manage the development, implementation, and evaluation of health and safety programs, policies, and procedures — including hazard recognition and control programs — and provide consultation and support to the Joint Health and Safety Committees.
  • Manage the development, implementation, and evaluation of training and education programs for employees on occupational health and safety matters, including WHMIS, the Occupational Health & Safety Act, leadership safety training, Joint Health & Safety Committee training, and safe work procedures, ensuring compliance with legislation.
  • Lead responses to industry changes, support emerging issues and client expectations, and assist operations across all disciplines to ensure Peel remains current and compliant.
  • Develop and implement quality control strategies for services delivered, including analytical reporting on statistics and benchmarks.
  • Build and support a safety culture by guiding the development and implementation of instructional and communication programs focused on incident prevention and legislative compliance.
  • Act in an advisory capacity to management and legal representatives regarding significant safety matters, including major incident investigations, Ministry of Labour inspections, and workplace violence investigations.
  • In conjunction with Legal Services (or external counsel), represent the Region of Peel at WSIB appeals, Workplace Safety and Insurance Appeals Tribunal hearings, mediations, trials, and other proceedings.
  • Collaborate in the review, renewal, and reporting of the annual health and safety operational plan.
  • Manage the health and safety audit function on a monthly and quarterly basis, reporting on safety and claims management performance.
  • Participate in divisional planning and the formulation of strategic initiatives for continual improvement.
  • Prepare budget projections for the section and provide consultation regarding the WSIB reserve fund.
  • Participate in the Region's budget process and monitor expenditures.
