About The Position

LA28 is the independent, non-profit, privately funded organizing committee for the Los Angeles 2028 Olympic and Paralympic Games. The role of Manager, Venue Transportation Vehicle Access and Parking (VAPP) will support the development, definition, implementation, and operational delivery of the VAPP scheme across Games competition and non-competition venues. This role requires strong cross-functional coordination, advanced analytical skills, and fluency working with complex datasets, systems, and diverse stakeholder groups. The Manager, VAPPs will collaborate closely with LA28 Functional Areas and external partners to ensure accurate requirements, data-driven decision-making, and on-time readiness for Games operations, maintaining credibility while tracking and meeting key milestones. The Manager, VAPPs will report to the Sr. Manager, VAPP, Venue Transportation.

Requirements

Past Olympic/Paralympic Games experience managing and distributing VAPPs (preferred).
Strong knowledge of transportation planning and operations, with hands-on experience in transportation operations and/or special event traffic management at the local level.
Demonstrated success coordinating across multiple agencies, external partners, and internal Functional Areas to align requirements and deliver complex, multi-stakeholder initiatives.
Advanced analytical skills with experience structuring and managing large datasets and complex data models; ability to translate data into operational insights.
Advanced proficiency in Microsoft Excel (pivot tables, advanced formulas, data modeling, dashboards; macros/VBA a plus) and strong proficiency in Outlook and PowerPoint.
Experience with databases, operational systems, credentialing platforms, and/or digital access control tools; comfort working with technology and system workflows.
Strong verbal and written communication skills, including the ability to educate others on technical concepts and to lead, facilitate, and present to both large and small groups.
Proven ability to prioritize, organize, and drive delivery across competing timelines; adept at removing obstacles, influencing, and building effective relationships at all organizational levels.
Ability to gather and assess data and produce data-driven reports, dashboards, technical documentation, and executive-ready slide decks.
A Bachelor’s degree in transportation planning or engineering, urban planning, or related field/equivalent work experience.
5+ years of relevant experience in transportation planning, design, construction, operations, and/or maintenance, particularly as a part of a major event delivery entity, public transportation agency capitol program and/or annual work plan, or similar field preferred.

Responsibilities

Support the development of the VAPP strategy for all competition and non-competition venues.
Lead coordination with Procurement in the end-to-end process to source, evaluate, and contract the VAPP vendor, including development of technical requirements, scope definition, evaluation criteria, and vendor onboarding.
Maintain, structure, and analyze large datasets related to VAPP requirements, access permissions, vehicle volumes, and stakeholder needs.
Manage and regularly update the VAPP Matrix, consolidating inputs from all Functional Areas (FAs) and ensuring accuracy, alignment, consistency, and traceability across all requirements.
Support parking planning and coordination efforts, maintaining an overall understanding of parking inventory and readiness in alignment with venue transportation needs.
Coordinate with the Security Functional Area and local, county, state, and federal law enforcement agencies to ensure that the VAPP strategy aligns with and supports security planning.
Lead recurring meetings with all LA28 Functional Areas (FAs) to capture and validate VAPP requirements, explain end-to-end VAPP processes (policies, categories, routing, systems, and timelines), clarify roles and responsibilities, and document decisions and action items to ensure organization-wide alignment and readiness.
Collaborate with the Technology Functional Area to support system development, configuration, integration, and testing for VAPP management systems, databases, and access control tools.
Prepare and contribute to the VAPP Guide, providing clear information for users regarding VAPP policies, categories, access routes, processes, and system use.
Develop the VAPP Operations Plan, defining the principles, technical requirements, and operational workflow of the VAPP scheme.
Develop and maintain policies and procedures for VAPP usage, including application workflows, approvals, distribution processes, system interactions, and exception handling.
Produce and maintain advanced Excel workbooks, dashboards, pivot tables, data models, analytical tools, and reporting frameworks to support decision-making and operational planning.
Coordinate with all LA28 Functional Areas (FAs) to gather requirements, validate data inputs, confirm VAPP volumes, and support overall operational readiness.
Support Coordinate the design, production, and distribution processes for VAPPs, ensuring alignment with vendor capabilities, security protocols, and venue operations requirements.
Prepare training materials, guides, presentations, and operational content to train Transportation, Security, Venue Management, and other staff on VAPP processes, systems, and on-the-ground operations.
Participate in internal and external planning meetings, workshops, and technical reviews with LA28 FAs, vendors, public agencies, and operational partners.
Support Transportation components of Event Operating Plans (EOPs) for assigned venues, ensuring VAPP access and vehicle flow are integrated into broader venue operations.
Coordinate closely with stakeholders to define, refine, and confirm VAPP requirements and ensure alignment with broader transportation and security strategies.
Support the expansion of the Venue Transportation team, including identifying roles, responsibilities, and workforce needs leading into Games time, in coordination with HR and Workforce Planning.
Prepare meeting materials, agendas, minutes, and presentation decks to support development and refinement of venue transportation systems and VAPP operations.
Assist in providing progress reports, risk assessments, and updates to LA28 leadership and/or the IOC related to venue transportation and VAPP delivery.
Conduct field reviews and participate in site testing, venue walk-throughs, simulations, and evaluations for specific components of venue transportation and VAPP operations.
