The Senior Manager, Venue Transportation (Cluster Manager) leads end-to-end mobility and transport planning and operations for a defined cluster of LA28 competition and non-competition venues. This role reports to the Director, Venue Transportation and acts as the primary transport point of contact for internal Functional Areas (e.g., Security, Venue Management, Venue Infrastructure, Logistics, Sport, Hospitality, Communications, and Workforce) and external partners (public transit operators, host cities, venue authorities, transportation agencies, and law enforcement). The Cluster Manager is responsible for designing and approving venue transport plans, integrating security and transportation, and ensuring consistent operational delivery across assigned venues.

Requirements

  • 7+ years of relevant experience in planning, design, operations, or major event transport.
  • Expertise in multimodal transportation planning and operations, with experience delivering complex, multi‑stakeholder systems.
  • Experience in major events, public agencies, or special event traffic management operations.
  • Proven relationship building and negotiation skills across public agencies, cities, and venue operators.
  • Excellent written and verbal communication; comfortable representing LA28 and presenting to varied audiences.
  • Strong project management, ability to sequence and deliver across multiple venues simultaneously.
  • Experience leading teams in high‑pressure operational environments during major sporting or cultural events.
  • Bachelor’s degree in transportation engineering, urban planning, or related field; or equivalent experience.

Responsibilities

  • Lead transportation planning and operations for a cluster of competition and non‑competition venues in alignment with the Games Route Network (GRN) and regional mobility strategy.
  • Serve as LA28’s senior transportation representative for assigned venues, resolving operational conflicts and driving milestone delivery.
  • Recruit, coach, and oversee Venue Transport Managers (VTMs) who develop and execute venue‑level plans and Games‑time operations.
  • Direct and approve Venue Transport Operations Plans (VTOPs) for all venues in the cluster, ensuring feasibility, safety, and compliance with Games‑wide policies.
  • Define and validate layouts for vehicle load zones, parking areas, and staging areas; set operating procedures for arrivals, screening, turnaround, and egress.
  • Oversee temporary traffic management, curb management, and parking restrictions around venues, in coordination with cities and agencies.
  • Lead development of wayfinding and traffic signage plans for public, workforce, media, broadcast, and Games Family clients.
  • Confirm infrastructure, technology, and FF&E requirements (e.g., barriers, cones, signage, communications, and IT).
  • Act as the senior transportation liaison to internal Functional Areas and venue leadership.
  • Lead engagement with city and venue authorities, public transit, state and county transportation departments, and law enforcement.
  • Negotiate key decisions—load‑zone locations, shuttle routings, parking footprints, screening points, and traffic control measures—to meet LA28 operational needs.
  • Integrate transportation plans with perimeter and venue security designs, balancing secure perimeters and transport flows.
  • Oversee the design and implementation of vehicle access and permitting schemes in partnership with Security and Law Enforcement.
  • Supervise readiness across venues—tabletops, field tests, load‑zone trials, and integrated operations exercises.
  • Ensure accessible transport provisions, including services for mobility‑impaired spectators and workforce, are planned and tested.
  • Monitor cluster‑level performance to deliver safe, reliable, and timely services for athletes, officials, workforce, media, sponsors, spectators, and logistics operators.
  • Coordinate rapid incident response and decision‑making with partners and escalate issues to leadership as needed.
  • Lead staffing plans for the cluster; hire and manage VTMs and support them in building venue teams (paid, contractor, volunteer).
