About The Position

The USHS Program Manager is responsible for managing the implementation of the Unified Supportive Housing System USHS, including planning, developing, implementing, and improving the quality of all USHS program activities, which, in turn, provide clients with access to and the procurement of resources necessary to secure and maintain housing. Requirements

Nice To Haves

  • Experience working and/or interacting with persons experiencing homelessness strongly preferred.
  • Experience working with the Columbus Metropolitan Housing Authority’s (CMHA) application, Request for Tenancy Addendum (RTA), and recertification process is preferred.
  • Experience working in a system-level not-for-profit organization preferred.

Responsibilities

  • Provides project management and planning with respect to the Unified Supportive Housing System (USHS), including, but not limited to, developing project/process timelines, expansion of projects in USHS, preparing and producing written materials and reports.
  • Ensures that expansion project/process timelines are developed and finalized at least 14 days before the project/process start and implementation.
  • Maintain and update the USHS Housing Tracker for clients referred to PSH projects, monitoring key process milestones and identifying delays to streamline the path from referral to housing move-in, with client escalations brought to partners and/or CMHA weekly.
  • Develops and keeps up-to-date policies and procedures for the lease-up, vacancy management, forms, and other materials needed for the project implementation.
  • Ensures all written materials are produced with a high degree of accuracy and within their allotted timeframe.
  • Responsible for client screening and application management for the USHS program. Handles the admission process of the clients during lease-up and vacancy management, including obtaining information from HMIS.
  • Ensures that policies and procedures for the lease-up and vacancy management processes are followed.
  • Ensures that all needed documents are submitted by the caseworker or client; ensures document accuracy and completeness; verifies client eligibility in HMIS and vulnerability based on client SSNA.
  • Maintains eligible pools and works toward leaving an appropriate number of households in each of the pools, per the USHS policies and procedures.
  • Runs record checks with background check vendor on all eligible pools, as needed.
  • Coordinates with case managers and housing providers to ensure that all lease-up projects are completed within guidelines.
  • Maintains all USHS files in compliance with HUD requirements and data collection in the HMIS database and creates reports as necessary.
  • Performs analysis, evaluation, and interpretation of USHS data for insight and impact.
  • Responsible for maintaining the USHS matrix.
  • Facilitates the Quarterly Permanent Supportive Housing Roundtable Meetings and monthly office hours. Writes and produces meeting notes within 1 week of the meeting.
  • Serve as the primary point of contact for communicating client-specific and system-related questions and updates during weekly meetings with CMHA.
  • Collaborates and communicates with key stakeholders, partner agency staff, and clients to answer questions on supportive housing and resolve issues related to applications.
  • Maintains professional relationships with partner agencies focused on implementing USHS in an efficient and effective manner.
  • Maintains professional relationships and provides technical assistance as needed to partner agencies directly involved in the lease-up, vacancy management and move-up projects.
  • Maintains professional relationships with USHS partners.
  • Maintains constant contact with partner agencies to ensure client pools are kept at the required levels per the USHS policies and procedures.
  • Responds to client inquiries, as needed.
  • Attend community housing meetings as requested.
  • Manages the background check vendor for the USHS program, including ensuring payment in a timely manner.
  • Develops and implements quarterly USHS training and online training videos.
  • Develop and maintain an electronic platform for USHS application submissions.
  • Individual technical assistance and related support are provided to partner agencies to address questions and USHS program quality and performance issues.
  • If projects do not meet standards, a plan with a timeline for compliance is identified with the agency project director.
  • 100% of files are found to be fully compliant with HUD and data standards.
  • Compliant with HMIS management requirements and proficient in HMIS data entry and reporting as appropriate to the position.
  • Provides a list of all USHS vacancies and requests needed USHS files from CSB-supported providers on a routine basis using the monthly Hotlist report.
  • Funder audits/reviews are without exception/finding. All files are found complete and compliant.
  • Actively participates in CSB and Housing Department staff meetings and trainings.
  • Assists with Program Review and Certification (PR+C) and funder visits, as requested. Assures compliance with funder requirements and monitors for compliance, as appropriate.
  • Serve as a backup for Housing Administration functions.
  • Develops and maintains up-to-date Desktop Procedures for the position, reviewing annually, or as needed, to make any necessary changes.
