About The Position

The Manager Trade Compliance will maintain relationships with customs brokers, agents, and customs authorities, conduct regular business reviews, implement and maintain procedures and trainings. The incumbent will provide compliance and execution support across the company to ensure Biogen adheres to all applicable laws, regulations and guidance regarding global import / export activity. Key position as an ambassador for the global program with customs brokers and agents changing the way we operate at Biogen. He / she will be responsible for developing, implementing and maintaining global procedures and assisting with local or regional working instructions. Will liaise with Corporate Counsel and Compliance when necessary. Manages, creates and delivers training related to Trade Compliance topics. Acts as a company advisory providing subject matter expertise and support on topics relevant to customs brokers, agents, and customs authorities.

Requirements

  • Minimum, 4-6 years of experience in international trade business operations, focused on distribution & logistics and customs brokerage.
  • Formal training in import / export logistics, customs broker relations.

Responsibilities

  • Champions Trade Compliance focused on 3rd party vendors at Biogen, actively communicating to all levels of the organization regarding the importance of the program.
  • Performs data analytics of trade compliance data for import / export shipments.
  • Maintains and enforces import and export procedures and working instructions for countries, in EU, CH, and new shipping lanes (e.g. LATAM, Asia) to ensure compliance with local and foreign customs laws, regulations and administrative practices.
  • Lead regular business reviews with service providers to review metrics, business strategy, new regulations, and partner towards mutual improvement
  • Ensures system transitions impacting 3rd party vendors are effective, upgrades occur seamlessly, and business is set to be scalable. Monitors user access within respective systems.
  • Monitors the country of origin classification in cooperation with external partners and ensures the classification of products for import and export according to general and country specific rules in cooperation with external partners and ensures Master Data is maintained accordingly.
  • Monitors necessary import and export licenses in cooperation with external parties such as Chamber of Commerce and / or Embassies and oversees the use of import and export licenses, permits, and authorizations to include data entry, processing, and tracking.
  • Actively monitors the external regulatory environment for new developments and policy changes (incl. Brexit); assesses and communicates impact to Biogen and 3rd party vendors with a proposed path.
  • Engaged in establishing reporting and electronic interfaces with Swiss / EU governments and customs agencies
  • Ensures export licenses, agreements, logs and records are maintained, keeping records of all export transactions in accordance with EU / Swiss and applicable international government regulations.
  • Identify areas of non-compliance, potential compliance risks and collaborate with business partners (internal / external) to put corrective action in place.
  • Partners closely with Tax, Finance, and Logistics groups and provide operational input into supply chain decisions.
  • Ensure all of Biogen's operations are conducted in compliance with US and foreign trade laws.
