About The Position

Leads the evaluation of Talent Development programs to ensure investments strengthen workforce capability, improve operational performance, and build leadership readiness. Uses program data and workforce insights to enhance learning solutions, measure impact, and inform talent decisions. Partners across the organization to connect learning outcomes with workforce priorities, business objectives, and long-term capability needs.

Requirements

  • Bachelor’s degree in Instructional Design, Human Resources Development (HRD), Organizational Development, or related field and 7 years of experience in talent development, organizational development, or learning & development; OR High School diploma or GED and eleven years of experience in talent development, organizational development, or learning & development.
  • Demonstrated experience designing and executing evaluation approaches that measure learner experience, knowledge and skill acquisition, behavior change, and business impact.
  • Strong analytical skills, with the ability to interpret qualitative and quantitative data and translate insights into actionable recommendations.
  • Experience using evaluation data to inform business decisions, including recommending program continuation, redesign, or discontinuation.
  • Ability to clearly communicate insights to senior leaders and influence decisions through data-driven recommendations.
  • Solid understanding of adult learning principles and instructional design methodologies.
  • Ability to identify gaps in program design, delivery, and reinforcement, and implement improvements that increase effectiveness.
  • Experience applying structured evaluation frameworks (e.g., Kirkpatrick, Kraiger, Phillips).
  • Experience with learning or people analytics, dashboards, and workforce data tools (e.g., LMS, SuccessFactors).

  • Background in industrial, operational, or field-based environments.
  • Experience leading enterprise-wide evaluation efforts across multiple programs or functions.

Responsibilities

  • Conduct qualitative and quantitative evaluation to assess skill development, behavior change, and business outcomes and partner with stakeholders to adjust programs based on findings.
  • Execute evaluation approaches across all Talent Development programs and establish and apply consistent measurement standards.
  • Identify gaps in design and delivery and drive improvements to increase effectiveness.
  • Analyze program data and provide insights to support workforce planning and succession planning while identifying trends in skill development and leadership pipeline strength.
  • Advise on training effectiveness and measurement strategy and partner with HRBPs and leaders to interpret findings and recommend adjustments.
  • Develop dashboards and reporting to communicate outcomes and insights and perform other duties as requested.
