About The Position

This position is responsible for managing the design, development, and delivery of all procedural, systems, safety, and professional development training for Division of Supply Logistics personnel. Responsibilities include the evaluation of all training requirements, conducting and evaluating self-assessment surveys and required needs analyses, and the coordination and administration of training services offered by other in-house training divisions, consultant contracted services, and outside vendor training organizations. The incumbent will process all requests for internal and external professional development training program approvals, registration, and reporting. Under the guidance of the Director, the position will manage the daily administration of labor relations, human resources, and MTA policy compliance.

Requirements

  • Must have knowledge of Warehousing Operations and Supply Chain systems
  • Experience in collective bargaining and arbitration proceedings, negotiating, and labor management relations.
  • Knowledge of and experience in curriculum development, creation of training materials and learning aids.

  • Bachelor’s Degree in Arts/Sciences (BA/BS) in Business, Supply Chain, or related field or an equivalent combination of education and experience may be considered in lieu of a degree
  • Minimum 5 years related experience in Business Administration, Human Resources, Industrial Psychology, Logistics, Organizational Behavior, Supply Chain Management, or a satisfactory equivalent, including at least 5 years in a leadership role for a large, multi-faceted, fast-paced organization or governmental body preferred.
  • Minimum 3 years - 5 years managing process improvement and efficiencies .

  • Master’s degree in Arts/Sciences (MA/MS) in a related field or an equivalent combination of education and experience may be considered in lieu of a degree
  • Demonstrated analytical capabilities and quantitative skills.
  • Knowledge of visualization tools or comparable applications, such as PowerBI, Tableau, TALON, etc.
  • Knowledge of current agency materials management systems

Responsibilities

  • Responsible for the design, development, and delivery of all procedural, systems, and safety trainings related to Procurement in consultation with the People department.
  • Manage and coordinate the research, development, and platform delivery of training materials/programs for the various employee groups (managerial, operating supervisory, professional/technical, administrative, and hourly) across the agencies.
  • Manages and coordinates the research, development, and platform delivery of training materials/programs for the various employee groups (managerial, operating supervisory, professional/technical, administrative and clerical, hourly) within the Division of Supply Logistics and evaluates training materials related to programs for warehousing and inventory control best practices, divisional procedures, the TALON inventory management system, material handling, and NYCT policies.
  • Produces and maintains training curricula and materials used to provide operational training, developing new materials as policies and procedures are revised/updated; reviews the efficiency and effectiveness of curriculum to ensure that best practices are utilized and training materials reflect operational requirements; redesigns and develops courses as new technology is introduced to the organization/division.
  • Conducts needs analysis to determine staff development requirements to support succession planning and coordinates with People Department Leadership Development for the provision of and registration of staff for in-house computer and professional development programs, utilizing the ELM system for registration, monitoring compliance, and divisional reporting, as required.
  • Coordinates with Department of Subways’ Operations Training Division to schedule required safety and material handling equipment training.
  • Maintains a divisional database of employee equipment/safety certifications to provide timely notification of upcoming needs for renewals and appropriate program registration.
  • In consultation with either the People department and/or Labor Relations, direct the development of all human resources requirements planning, performance evaluation, monitor employee status and required personnel actions as required by the CBA.
  • Direct the labor relations activities across the agencies, providing guidance on contract interpretation within the parameters of the CBA.
  • Maintain harmonious labor-management relations with the unions.
  • Consult with Labor Relations for non-routine issues.
  • Manage the processing of grievance and discipline cases, representing management during arbitrations along with the Law Department in all legal proceedings.
  • Ensure consistent application of collective bargaining agreements.
  • Ensure the correct application of progressive discipline policy within the departments.
  • Select, develop, and motivate personnel within the department.
  • Provide career development for subordinates.
  • Provide prompt and effective coaching and counseling.
  • Responsible for discipline/termination of employees when necessary.
  • Review performance of staff.
  • Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Responsible for the License monitoring program, ensuring the entire population is captured and maintained in the system.
  • Actively monitor program to ensure compliance with job title requirements.
  • Responsible for notifications to the field and work through to resolution.
