This position will be located in Roy, UT and will support the Sentinel (GBSD) Ground Base Strategic Deterrent program. This role may offer a competitive relocation assistance package.

Requirements

  • Bachelor's Degree and 8 years of related experience; Master's Degree and 6 years' experience or an additional 4 years of related experience in lieu of degree
  • Must be willing to obtain and maintain a U.S. Government DoD Secret security clearance
  • Demonstrated experience preparing bid/RFP packages, conducting bidders’ conferences, analyzing and evaluating supplier proposals, and making supplier recommendations
  • Direct experience serving as the primary subcontract manager or key interface for a major subcontractor
  • Experience leading cross-functional teams (engineering, facilities, finance, contracts, legal) to develop requirements and resolve subcontract issues

Nice To Haves

  • Experience supporting infrastructure-related work (e.g., facilities, utilities, or critical site systems)
  • Strong cost/price analysis skills, including evaluation of labor, materials, and indirect rates, and preparation of negotiation positions
  • Experience with subcontractor performance management: developing metrics, tracking milestones, and driving schedule, cost, and quality performance
  • Professional certifications in supply chain, procurement, or project management (e.g., CPSM, PMP, NCMA credentials) are a plus
  • Experience developing subcontract specifications, statements of work (SOW), and terms and conditions for specialized materials, equipment, and/or services
  • Proven ability to negotiate subcontract provisions, write and issue awards, and administer subcontracts through closeout, including coordinating additions, deletions, and modifications
  • Experience collaborating with contracts administration and purchasing to help shape or implement subcontract-related guidelines and procedures
  • Demonstrated ability to communicate clearly with senior leadership and external partners, including presenting status, risks, and mitigation plans
  • Strong negotiation, communication, and relationship-management skills with the ability to lead cross-functional teams and drive subcontractor performance
  • Working knowledge of FAR/DFARS and other government contracting requirements, including flow-down of clauses to subcontractors
  • Proficiency with enterprise procurement or ERP systems (e.g., SAP or similar) and standard Microsoft Office tools

Responsibilities

  • Manages a defined segment of a program or a functional area within Subcontracts, with primary accountability for flight-systems–related work performed by major subcontractors.
  • Provides direct supervision and objective-oriented direction to a team of subcontracts professionals, ensuring effective execution of subcontracting activities in alignment with program cost, schedule, technical, and quality objectives for flight hardware and related support.
  • Leads the development of subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, software, and/or services supporting Flight Systems requirements (e.g., avionics, guidance and control, propulsion, structures, and test equipment).
  • Responsibilities include preparing bid/RFP packages, conducting bidders’ conferences, analyzing and evaluating proposals, negotiating subcontract provisions, recommending/selecting subcontractors, issuing awards, and administering resulting subcontracts through completion.
  • Manages and negotiates additions, deletions, and modifications to subcontracts and partners closely with contracts administration, supply chain, engineering, flight test, manufacturing, and program management to implement and improve subcontract-related procedures and practices.
  • Oversees projects and tasks assigned to the organizational group, accomplished through non-exempt and/or exempt employees, and may achieve results through lower-level supervisors or experienced exempt staff.
  • Functions as an advisor to the team on tasks, projects, and operations, becoming directly involved in day-to-day execution only when needed to meet key milestones or resolve complex technical, contractual, or operational issues with flight-critical content.
  • Executes department procedures that affect employees within the organization, interprets and applies organizational guidance to the team, and recommends improvements to operating practices.
  • Ensures that assigned subcontracts and related work packages are completed on schedule and within budget to support Flight Systems development, integration, test, and production.
  • Interacts frequently with internal stakeholders and external customer and subcontractor representatives at various management levels, including conducting briefings and participating in technical and program meetings related to operations, schedules, and specific phases of flight-system programs or contracts.
