Northrop Grumman Defense Systems is seeking a Manager Subcontracts 2 to support the Sentinel (GBSD) Ground Base Strategic Deterrent program. This position will be located in Roy, UT. The Manager Subcontracts 2 manages a defined segment of a program or a functional area within Subcontracts, providing direct supervision and objective-oriented direction to a team of subcontracts professionals. This role ensures effective execution of subcontracting activities in alignment with program cost, schedule, technical, and quality objectives. The manager leads the development of subcontract specifications, statements of work, and terms and conditions for specialized materials, equipment, software, and/or services. This role requires competence in a specialized subcontracts/supply chain field, with full working knowledge of relevant procedures, practices, and regulatory requirements. Decisions are focused on the specific job function, with minimal risk to the corporation, and are aimed at achieving functional and program objectives. The manager prepares bid/RFP packages, conducts bidders’ conferences, analyzes and evaluates proposals, negotiates subcontract provisions, recommends/selects subcontractors, issues awards, and administers resulting subcontracts through completion. They manage and negotiate additions, deletions, and modifications to subcontracts. The role involves partnering closely with contracts administration, supply chain, engineering, program management, and other functional stakeholders to implement and improve subcontract-related procedures and practices. The manager receives assignments in objective-oriented terms, provides direction to subordinates based on management guidance and established procedures, and is reviewed for adequacy in meeting program and functional objectives. They oversee projects and tasks through non-exempt and/or exempt employees, and may achieve results through lower-level supervisors or experienced exempt staff. Typically functions as an advisor to the team, becoming directly involved in day-to-day execution only when needed to meet key milestones or resolve complex technical, contractual, or operational issues. The manager executes department procedures that affect employees within the organization, interprets and applies organizational guidance, and recommends improvements to operating practices. They ensure that assigned subcontracts and related work packages are completed on schedule and within budget. Frequent interaction with internal stakeholders and external customer/subcontractor representatives at various management levels is expected, including conducting briefings and participating in technical and program meetings related to operations, schedules, and specific phases of projects or contracts.
