The Manager / Specialist, Impact & Evaluation advances ICTC's evaluation function across its portfolio of capacity-building programs and initiatives, ensuring that outcomes, participant experiences, delivery performance, funder requirements, and continuous improvement opportunities are measured, analyzed, and translated into actionable learning. Sitting within Strategic Growth and Impact, this role supports ICTC's growth agenda by strengthening evidence-based program improvement, funder stewardship, renewal strategies, and the development of evaluation and impact measurement services for external organizations. Reporting to the Director, Development and Public Affairs, the incumbent operates at the nexus of Program Management, Program Design, Business Development, Government Relations, Communications, Finance, and the Research & Policy team. The role coordinates program evaluation activities, supports the communication of impact evidence with internal stakeholders, advises on external stakeholder relationships, and ensures that key findings are shared across the organization to inform program design, delivery improvement, funding renewal, and strategic planning. The role also contributes to ICTC's external evaluation and impact measurement portfolio by supporting the design, development, positioning, and delivery of revenue-generating services for partners and clients. These may include evaluation frameworks, outcomes measurement plans, logic models, learning briefs, impact reports, funder-facing evaluation products, and advisory support related to workforce development, digital skills, innovation, and capacity-building programs. The position may be filled at either the Manager or Specialist level. At the Manager level, the incumbent will have greater accountability for evaluation strategy, cross-functional leadership, external representation, and leading complex engagements. At the Specialist level, the incumbent will emphasize hands-on analysis, tool and framework development, coordination, and delivery, while leading defined workstreams within their area of expertise. While this role helps coordinate and communicate ICTC’s impact measurement work, broader organizational impact measurement remains a collaborative exercise involving program teams, Strategic Growth and Impact, Communications, Research & Policy, and the Economics/LMI team where economic, labour market, or longitudinal analysis is required. The ideal candidate is analytical, collaborative, applied, and externally oriented—someone who can translate evaluation evidence into practical insight, support stronger program outcomes, contribute to business development opportunities, and help position ICTC as a credible provider of evaluation and impact measurement services.
