About The Position

The Manager of SMS will manage and coordinate assigned Safety Management System processes and support the continued improvement and effective implementation of the SMS throughout the organization.

Requirements

  • Possess a bachelor’s degree or higher in aviation safety, aviation management, safety management, engineering, human factors, or a related field; or an equivalent combination of relevant education, training, and professional experience.
  • Relevant experience in aviation operations (flight operations, aircraft maintenance, dispatch, or related aviation career) with a preferrable background in quality assurance and/or safety assurance, accident or incident investigations, or safety program administration.
  • Working knowledge of Safety Management System principles and the requirements of Title 14 CFR Part 5, including the pillars of safety policy, Safety Risk Management, safety assurance, and safety promotion.
  • Ability to evaluate safety reports and information as well as conduct independent coordination of multiple administrative assignments to rapidly identify matters requiring escalation and/or mitigation.
  • Strong written and verbal communication skills in order to effective work with operational personnel, subject-matter experts, and management at all organizational levels.
  • Ability to exercise sound professional judgment, maintain objectivity and confidentiality, constructively challenge incomplete work, and appropriately and professional assist in escalating and resolving significant safety concerns.
  • Ability to be fingerprinted and entered into RAPBACK for purposes of providing support in support of the Corporate Security Department.
  • Proficiency with Microsoft Word, Excel, PowerPoint, and other electronic systems used to document, track, analyze, and communication safety information.
  • Organized with the ability to multi-task and manage competing priorities regularly.
  • Ability to speak, read and understand the English Language.
  • Legally authorized to work in the USA.

Responsibilities

  • Monitors safety reports and operational events; identifies matters requiring investigation, Safety Risk Management, or other organizational action; and promptly escalates significant or unresolved safety concerns to the appropriate management authority.
  • Administers the Company’s internal safety investigation program by initiating and coordinating investigations, engaging the appropriate operational departments and subject-matter experts, facilitating designated investigation working groups, and ensuring investigative activities are conducted in accordance with Company requirements.
  • Reviews investigation documentation, supporting evidence, causal analyses, findings, and recommendations for quality and completeness; works with responsible parties to resolve discrepancies or obtain additional information; and supports significant investigations as directed by the Director of Safety.
  • Coordinates and facilitates Safety Risk Management activities throughout the organization, including system analysis, hazard identification, safety risk analysis, development of risk controls, and change management assessments; and advises departments when a formal Safety Risk Assessment is required in accordance with Company SMS processes.
  • Reviews completed Safety Risk Assessments for quality, completeness, procedural compliance, and appropriate risk acceptance by accountable management; provides guidance to responsible departments; and requires clarification or revision when submitted work does not meet Company SMS requirements.
  • Maintains required SMS records and associated tracking systems, including Safety Risk Assessments, internal investigation records, the Hazard Registry, designated SMS meeting records, and applicable SMS training records, in accordance with Company procedures and regulatory retention requirements.
  • Chairs or facilitates assigned SMS governance meetings and working groups; coordinates with Safety Department personnel and operational departments to review safety information and performance; and assists in directing identified hazards, adverse trends, and safety concerns to the appropriate parties for action.
  • Serves as the principal subject-matter resource for SMS training and guidance; develops, coordinates, and delivers training in Safety Management System content to include Safety Risk Management, risk analysis, investigation conduct, causal analysis, and related Company safety processes.
  • Administers the working content of the Company’s SMS Manual and associated procedures, forms, and tools by identifying needed improvements and development or recommending revisions for approval in accordance with the Company’s technical publications processes.
  • Leads and coordinates safety communication, promotion, advocacy, and awareness initiatives based on identified hazards, safety trends, investigation findings, and lessons learned.
  • Supports emergency response operations and activities following accidents or significant incidents as directed by the Senior Safety Manager or Director of Safety.
  • Supports Corporate Security department by serving as a back-up for administrative activities involving scheduled and supplemental flight operations. In addition, obtain a Cleveland Security Identification Display Area (SIDA) badge and assist as a CLE Signatory back up for administrative activities.
  • Regular attendance is an essential function of all positions at CommuteAir.
