About The Position

Health Sciences North (HSN) is seeking an innovative individual for the position of Manager, Regional Surgical Services to provide strategic and operational leadership for regional surgical networks and virtual care, ensuring alignment with organizational priorities, provincial directives and system transformation initiatives. The ideal candidate will have a minimum of a four (4) Bachelor’s Degree with a specialization in a health-related field (e.g. Nursing, Health Administration, Health Sciences), from an accredited university and a current certificate of registration in good standing with a regulatory college is required. We are looking for someone with a minimum of minimum of three to five (3-5) years’ experience in healthcare coordination, program development, or system planning within a health care environment. Candidates that possess experience working within surgical services, regional healthcare systems, virtual or integrated care models is preferred. The Surgical Program offers a comprehensive range of services spanning a wide continuum of care for surgical patients. Approximately 16,000 surgeries are performed each year in the specialty areas of neurosurgery, orthopedics, urology, oral/dental surgery, ear nose and throat (ENT), thoracic, cardiac surgery, vascular, plastic surgery, gynecology, ophthalmology and general surgery. The hospital has a total of 17 operating room suites on the acute care site. Requirements

Minimum of a four (4) Bachelor’s Degree with a specialization in a health-related field (e.g. Nursing, Health Administration, Health Sciences), from an accredited university.
Current Certificate of Registration in good standing with a regulatory college is required.
Ministry of Labour “Worker Health and Safety Awareness in 4 Steps” training certificate is required.
Minimum of three to five (3-5) years’ experience in healthcare coordination, program development, or system planning within a health care environment.
Demonstrated experience leading projects and coordinating multi-stakeholder initiatives.
Demonstrated understanding of Ontario healthcare systems, regional planning structures, and surgical or virtual service delivery.
Demonstrated knowledge of patient flow, access and wait time management, and quality improvement methodologies.
Demonstrated excellent communication, facilitation, relationship-building, and stakeholder engagement skills.
Demonstrated ability to manage competing priorities and work independently in a complex healthcare environment.
Demonstrated ability to develop, monitor, administer and report on budgets.
Demonstrated ability to coach, advise and teach others using the principles of adult learning.
Demonstrated training, experience or utilization of quality improvement methodology for process improvement.
Demonstrated ability to independently identify issues, plan improvements, measure success and continue improvement.
Demonstrated knowledge of relevant legislation and principles of management, hospital committee structure, conflict management and resolution, system needs analysis and organizational assessment.
Ability to use tact and discretion in dealing with health care providers and employees.
Demonstrated excellent computer skills with proficiency in Microsoft Office software (e.g. Word, Excel, Power Point and Outlook) and patient information systems.
Demonstrated superior interpersonal and communication skills, both written and verbal.
Demonstrated commitment to the safety of co-workers and patients.

Nice To Haves

Master’s Degree in Health Administration, Business Administration, or equivalent, from an accredited university is preferred.
Project Management or Quality Improvement certification is preferred.
Experience working within surgical services, regional healthcare systems, virtual or integrated care models is preferred.
Experience working with data management software is preferred.

Responsibilities

Provide strategic and operational leadership for regional surgical and virtual care initiatives in alignment with HSN priorities, Ontario Health directives, and provincial healthcare strategies.
Develop, implement, and monitor regional operational plans, priorities, objectives, and performance targets that advance integrated surgical and virtual care delivery across North Eastern Ontario.
Lead the planning, implementation, evaluation, and sustainability of regional surgical and virtual care programs, initiatives, and service delivery models.
Develop and strengthen regional partnerships with hospitals, physicians, primary care providers, Indigenous organizations, community agencies, Ontario Health, virtual care providers, and other stakeholders to support coordinated care delivery and system integration.
Lead the development and optimization of regional models of care, referral pathways, patient flow processes, and care transition strategies that improve access, patient experience, and health system performance across surgical networks.
Establish and oversee performance measurement frameworks, monitoring key indicators related to access, wait times, utilization, quality, patient outcomes, and regional system performance.
Analyze performance data and trends, prepare reports and recommendations, and provide evidence-informed advice to organizational and regional leadership.
Lead change management initiatives and engage clinical, operational, and administrative leaders to support successful implementation of new programs, services, and care models.
Develop, implement, and monitor policies, procedures, governance structures, and accountability frameworks that support regional network operations and compliance with legislative, regulatory, accreditation, and organizational requirements.
Manage assigned budgets, funding allocations, contracts, and resources, ensuring fiscal accountability and effective stewardship of public funds.
Lead business planning activities, including the development of funding proposals, business cases, operational plans, and sustainability strategies that support program growth and innovation.
Advise senior leadership on emerging healthcare needs, risks, opportunities, trends, and strategic priorities related to regional surgical and virtual care services.
Oversee the work of others in compliance with the Occupational Health and Safety Act (OHSA), its regulations, and HSN policies.
Provide hospital wide, on-call coverage for problems and serious issues after hours and on weekends according to scheduled rotation.
Determine and align improvement projects with HSN’s Strategic Plan; monitor and adjust to achieve goal outcomes.
Participate in the accreditation process and work to ensure that the program and HSN achieve, maintain and continually improve upon their accredited status.
Teach, coach and lead staff in the development and monitoring of quality indicators and improvement initiatives.
Engage in and foster professional development of all staff and provide opportunities for learning within budgeted resources.
Ensure a safe environment for patients, staff and visitors; investigate, report, debrief and take or direct corrective action as required on incidents.
Collaborate with internal and external stakeholders/organizations/community groups to achieve program objectives, integrate and link services and foster partnerships across the continuum of service delivery.
Participate in education and training specific to current, relevant federal and provincial health and safety legislation, standards and guidelines.
Represent the department or program on various committees and in meetings as required.
Perform other duties as required.
