About The Position

Reporting to the Manager Safety and Quality Programs Coordination, the primary focus of the Manager, Regional Safety is to act as a direct link between Safety & Quality and the Flight Information Regions to assure its integration in the delivery of ATS. Working directly with regional business units, the Manager operates as an expert on the application and execution of Safety processes, standards and procedures.

Requirements

  • College diploma or university degree or an equivalent combination of education, training, and experience.
  • 5 years of experience in complex ATS or Air operations that includes aviation focused leadership positions, demonstrating increasing responsibilities.
  • Knowledge of the Safety Management System, its related components and the application within an Air Navigation Service environment.
  • Experience in advising and providing recommendations to senior management in a headquarters or general management setting.
  • Experience in conducting in-depth root-cause analysis of safety-related events and developing corrective action plans/mitigations to hazards and risks
  • Experience in matrix-management framework and working environments.
  • In-depth knowledge of Canadian Aviation Regulations, Standard 821, ICAO Annex 11 Quality Management System and Safety Management System
  • Knowledge of safety investigation methods, processes and theory.
  • Knowledge of human performance and human factors models and frameworks as applied to understand human performance.
  • Knowledge of process management/facilitation, change management, performance measurement and risk management theories, principles and techniques.

Nice To Haves

  • Training in Human Factors/Aviation Safety or related field will be a strong asset.
  • Ability to build a strong people network within a hybrid/remote/online work environment.
  • Expertise in working with Microsoft office tools and software such as Microsoft Word, Outlook, Excel, and PowerPoint.
  • Strong technical writing, public speaking, interpersonal and communication skills.
  • Ability to maintain and promote personal, social, ethical, and organizational values.

Responsibilities

  • Collaborate with national and regional safety stakeholders to ensure alignment with the Safety Management Systems (SMS) and achievement of corporate safety priorities, goals and objectives.
  • Provide regional units with guidance, day-to-day support on safety & quality activities which include identification of hazards, risk management, safety promotions, and training within both the Operations and Technology groups.
  • Ensure effective delivery of SMS components including risk management, safety assurance, data collection and generating reports.
  • Support the investigation process, in collaboration with Operational and Technology management and staff such as gathering operational information to ensure effective and accurate assessments of the level of risk associated with safety events.
  • Track and report on key safety performance indicators (SPIs) and proactively address trends that could affect operational safety.
  • Ensure compliance with policies, procedures, regulations and standards while driving and improving processes.
  • Provide expertise and participate in Safety Risk Management activities.
  • Track emerging operational hazards and risks to enhance operational safety.
  • Stay up to date with emerging and changing trends in the subject of safety.
  • Coordinate gathering of information within the respective region and support voluntary and mandatory reporting programs.
  • Facilitate Route Cause Analysis and Corrective Action Plans to address safety and quality assurance.
  • Provide SMS training to Operational and Technology management employees and staff uniformly across respective regions.
  • Provide support, tools and an environment that ensures the effectiveness of the SMS Coordinator and Safety Pillar programs, representing Operations and Technology.
  • Represents Safety and Quality at a regional level at various internal and external meetings, conferences, seminars and present findings of safety investigations, risks, and status of mitigations.
