About The Position

Aequilibrium (AEQ) is seeking a Proposal & Pursuit Manager to lead and evolve our public-sector and strategic proposal function. This is a senior role responsible for driving winning pursuit strategies, managing complex proposals, and building a scalable proposal capability that supports AEQ's growth across government, healthcare, education, financial services, and emerging technology sectors. The successful candidate will partner directly with AEQ's CEO, business development leaders, practice leaders, and delivery teams to shape opportunities, influence go/no-go decisions, and maximize the probability of winning. This role is ideal for a proposal professional who wants to move beyond coordination and become a strategic contributor to business growth.

Requirements

  • 7+ years managing proposals and pursuits
  • Experience leading public-sector proposals in Canada
  • Strong understanding of federal, provincial, municipal, healthcare, and education procurement
  • Proven track record in managing complex pursuits and winning proposals
  • Exceptional writing, editing, and stakeholder management skills
  • Experience facilitating executive-level pursuit discussions
  • Experience working within consulting, technology, digital transformation, engineering, or professional services environments

Nice To Haves

  • APMP Foundation, Practitioner, or Professional certification
  • Experience building proposal functions and response libraries
  • Experience managing proposal coordinators or specialists
  • Familiarity with AI-assisted proposal development tools
  • Experience with technology modernization, cloud, digital transformation, AI, XR, or software delivery pursuits

Responsibilities

  • Lead strategic pursuits from qualification through contract award
  • Facilitate capture planning and pursuit strategy sessions
  • Drive opportunity qualification and go/no-go recommendations
  • Develop win themes, value propositions, and proposal strategies
  • Identify competitive positioning and differentiators
  • Partner with executives to improve win probability
  • Manage complex public-sector and enterprise proposals
  • Lead proposal kickoffs, schedules, reviews, and submission activities
  • Ensure compliance with procurement requirements
  • Coordinate technical, delivery, recruiting, finance, legal, and executive contributors
  • Perform quality reviews and final proposal production
  • Build and maintain proposal processes, standards, and governance
  • Develop and manage content libraries, resumes, case studies, and boilerplate responses
  • Establish proposal metrics and reporting
  • Analyze win/loss trends and recommend improvements
  • Implement proposal tools and automation opportunities, including AI-enabled proposal development
  • Mentor and coach proposal contributors across the organization
  • Help build and scale AEQ's proposal capability
  • Support future hiring and management of proposal specialists and coordinators as the function grows
