About The Position

The Manager, Project Engineering New Generation is responsible for planning, directing, and overseeing engineering execution activities for APS's new generation capital projects. The position provides engineering leadership during detailed design, procurement, construction, commissioning, startup, and turnover to Generation Operations. The Manager serves as APS's primary engineering focal point during project execution and coordinates design activities among EPC contractors, Owner Engineers, Fleet Engineering, OEMs, and other engineering service providers. The position ensures engineering deliverables are technically sound, aligned with APS standards and operational requirements, and executed in support of project cost, schedule, quality, safety, and performance objectives. This position will lead and develop a team of project engineers and technical specialists and is accountable for engineering integration across a portfolio that may include gas-fired simple cycle and combined cycle generation, battery energy storage systems, solar projects, and other generation technologies. The Manager operates within APS's capital project governance framework while supporting fast-paced project execution and commercial in-service commitments.

Requirements

  • A four-year Bachelors degree in Engineering from an ABET accredited institution, an International Engineering Alliance (IEA) recognized institution or an ABET Mutual Recognition Agreement (MRA)
  • Plus eight (8) years of experience in engineering positions. Engineering degree must be from an accredited College of Engineering Program.
  • A relevant Masters degree in Engineering may substitute for one (1) year of required experience.
  • Three (3) years experience in a supervisory role position involving the planning, organizing, directing and evaluating the work and performance of employees.

  • Master's degree in Engineering, Engineering Management, Construction Management, or Business Administration.
  • Demonstrated experience supporting engineering design and execution of thermal power generation facilities, including simple cycle or combined cycle generation projects.
  • Demonstrated experience coordinating engineering activities among EPC contractors, Owner Engineers, engineering service providers, equipment vendors, and internal engineering organizations.
  • Demonstrated experience supporting engineering execution through detailed design, construction, commissioning, startup, and project closeout.
  • Experience supporting APS Generation facilities or other large utility generation assets.
  • Experience with EPC project delivery, owner's engineering, construction support engineering, commissioning, and startup of utility-scale generation projects.
  • Knowledge of power generation systems including gas turbines, HRSGs, steam turbines, balance-of-plant systems, electrical systems, controls systems, and generation interconnections.
  • Experience within a regulated electric utility, independent power producer (IPP), merchant generation, or large industrial environment.
  • Knowledge of NERC/WECC reliability requirements applicable to generation facilities.

Responsibilities

  • Lead Engineering Execution: Directs engineering activities for assigned generation projects from detailed design through commissioning and turnover. Ensures engineering execution supports project safety, quality, cost, schedule, constructability, operability, maintainability, and performance objectives.
  • Manage Project Engineering Organization: Leads and develops a team of project engineers and technical specialists. Establishes engineering priorities, monitors performance, allocates resources, and provides technical leadership to support successful project execution across the NGC portfolio.
  • Coordinate Design Integration: Serves as APS's primary engineering point of contact during project execution. Coordinates detailed design activities among EPC contractors, Owner Engineers, Fleet Engineering, OEMs, Project Managers, and other stakeholders. Facilitates timely resolution of design conflicts, technical questions, scope gaps, and engineering interface issues.
  • Oversee Engineering Deliverables: Manages the review and disposition of major engineering deliverables, including specifications, calculations, drawings, equipment selections, design packages, commissioning plans, and performance testing requirements. Ensures engineering products meet applicable codes, standards, project requirements, and APS expectations.
  • Support Technical Decision Making and Risk Resolution: Evaluates technical alternatives and provides engineering recommendations to project leadership. Identifies engineering risks and develops mitigation strategies to minimize impacts to cost, schedule, quality, operability, reliability, and performance commitments.
  • Support Construction, Commissioning, and Startup: Provides engineering leadership during construction, commissioning, startup, and performance testing. Coordinates technical issue resolution, manages engineering changes, supports field decision making, and ensures timely disposition of technical inquiries and design deviations.
  • Interface with Fleet Engineering and Operations: Partners with Fleet Engineering and Generation Operations to incorporate operational, maintenance, reliability, and lifecycle requirements into project designs. Ensures lessons learned and APS standards are appropriately applied while balancing project execution objectives and commercial schedule commitments.
  • Manage Engineering Support Providers: Directs the activities of Owner Engineers, engineering consultants, engineering service providers, and technical specialists supporting project execution. Monitors performance, establishes expectations, and ensures engineering services are aligned with project objectives.
  • Drive Continuous Improvement: Supports development of engineering standards, lessons learned, design review processes, and engineering best practices. Identifies opportunities to improve engineering execution, project delivery efficiency, and coordination among APS and external engineering organizations.
