About The Position

We are seeking an experienced and motivated Manager, Project Engineering to lead the successful delivery of water and wastewater capital projects from concept through commissioning. Based in our Glendale, Arizona corporate office, this role is ideal for a hands-on engineering leader who thrives in a collaborative, project-driven environment and enjoys seeing complex infrastructure projects come to life. As Manager, Project Engineering, you will be responsible for managing the planning, design, permitting, procurement, construction, and closeout of capital improvement projects. Working primarily through external engineering consultants and construction contractors, you will ensure projects are delivered safely, on schedule, and within approved budgets while meeting regulatory and operational requirements.

Requirements

  • Bachelor’s degree in Civil Engineering, Construction Management, or a related technical field.
  • Minimum of 6 years of experience in civil engineering, project management, or water/wastewater infrastructure projects.
  • Familiarity with permitting and regulatory processes, including interaction with agencies such as ADEQ.
  • Strong understanding of current water/wastewater technologies, utility operations, and infrastructure delivery best practices.
  • Strong project management skills with the ability to manage multiple projects simultaneously.
  • Excellent verbal and written communication skills, including presentations and technical reporting.
  • Proven ability to collaborate, influence, and lead cross-functional teams and external partners.
  • High level of judgment, initiative, and problem-solving capability.
  • Advanced proficiency in Microsoft Word, Excel, PowerPoint, and related project documentation tools.
  • Be at least 18 years old.
  • Have a high school diploma or equivalent.
  • Be legally authorized to work in the United States.
  • Successfully complete a background check, drug screening, professional reference check, previous employer verification, and education verification.

Nice To Haves

  • Advanced degree preferred (in Civil Engineering, Construction Management, or a related technical field).
  • Professional Engineer (PE) registration in Arizona or ability to obtain within one year preferred.
  • Experience with water and wastewater treatment plants and conveyance systems is a plus.

Responsibilities

  • Develop project scopes, schedules, budgets, and cost estimates for capital projects.
  • Create and execute comprehensive project delivery strategies, including risk identification and mitigation.
  • Select engineering consultants and construction contractors through competitive, value-based procurement processes.
  • Negotiate and manage design and construction contracts and associated change orders.
  • Coordinate closely with internal Engineering and Operations teams to ensure project alignment and constructability.
  • Review and approve engineering designs, technical documents, and construction submittals.
  • Track project progress and provide regular status updates, forecasts, and reports to stakeholders.
  • Manage project financials, including spending forecasts and budget controls.
  • Interface with federal, state, county, and local agencies to obtain permits, approvals, and easements.
  • Oversee construction activities and coordinate with inspectors to ensure quality and compliance.
  • Lead project closeout activities, including documentation for asset capitalization.
  • Provide technical guidance and support to Operations staff as needed.
