As a Manager Project Engineering you will develop and control the fiscal year engineering, project budget, major turnaround engineering, and the supervision of all project managers. Requirements

  • Able and willing to work on-site, in-person at the Valero McKee Refinery, required.
  • Bachelor's or higher level degree in Engineering required.
  • 10 years of engineering or related experience required.

Nice To Haves

  • Bachelor's or higher level degree in Mechanical, Civil, or Chemical Engineering preferred.

Responsibilities

  • Understand and implement the budget, appropriations and project control processes for capital workload.
  • Perform the final review and approval of designs, budgets, project plans, schedules, resources, QA/QC procedures and project reports.
  • Recruit and train Project Managers in the process and principals of project management.
  • Oversee the process of selecting and evaluating engineering contractors.
  • Negotiate required changes with contractors, justify budget changes and implements continuous improvement program for project management.
  • Evaluate performance of contractors and subordinate personnel and take action as appropriate to ensure quality, safety, and cost effectiveness, as related to the execution of capital projects.
  • Oversee the document control process to ensure functionality and accuracy.
  • Maintain knowledge level of the refinery process technical advances and in the project management processes.
  • Apply intensive and diversified knowledge of engineering principles and practice in broad areas of assignments and related fields.
  • Make decisions independently on engineering problems and methods, and represent the organization in meetings to resolve important questions and to plan and coordinate work.
  • Require the use of advanced techniques and the modification and extension of theories, precepts and practices of the field and related sciences and disciplines.
  • Develop and evaluate plans and criteria for a variety of projects and activities to be carried out by others.
  • Track cost and schedule performance of projects relative to the capital budget.
  • Assess the feasibility and soundness of proposed engineering evaluation tests, products, or equipment when data is insufficient or when confirmation by testing is advisable.
  • Manage the department to minimize capital cost while project schedule and performance are not compromised.
