About The Position

The Manager, Project Controls is responsible for implementing and maintaining disciplined project controls across QGS federal and commercial programs. This role ensures schedule integrity, cost forecasting accuracy, change management discipline, and risk visibility in alignment with QGS’s enterprise PMO standards and the Acquire–Comply–Execute delivery model. The Manager, Project Controls partners closely with Project Managers and functional leaders to drive consistent forecasting, early risk identification, and reliable performance reporting that protects margin and supports audit-ready execution.

Requirements

  • Bachelor’s degree in Construction Management, Engineering, Business Administration, Finance, or related field.
  • 7+ years of experience in project controls, scheduling, cost control, or related project management disciplines in complex infrastructure or federal contracting environments.
  • Demonstrated experience developing and maintaining project schedules and cost forecasts.
  • Strong analytical skills with the ability to interpret data and communicate trends clearly to leadership.

Nice To Haves

  • Experience supporting DOE, DoD, or other federal agency projects.
  • Experience working in a PMO or enterprise project controls environment.
  • Familiarity with FAR/DFARS implications related to project controls and documentation requirements.
  • Project Management Professional (PMP) certification.
  • Primavera P6 certification or advanced scheduling credentials.

Responsibilities

  • Lead day-to-day execution of project controls across assigned programs, including baseline schedule development, cost forecasting, earned value (as applicable), change management tracking, and schedule health reviews to ensure predictable project outcomes.
  • Ensure accurate cost-to-complete forecasting, trend identification, and variance analysis, escalating risks early to PMO leadership and Project Delivery to prevent schedule or margin degradation.
  • Enforce standardized project controls processes, tools, and reporting formats across programs, eliminating shadow systems and maintaining data integrity within enterprise platforms (e.g., Primavera P6, MS Project, Kahua).
  • Support stage-gate governance by verifying completeness of project controls artifacts, maintaining documentation discipline, and contributing to audit-ready records aligned with federal contracting requirements.
  • Partner with Finance and Project Delivery to align forecasts, validate cost drivers, and improve forecasting accuracy through disciplined analytics and performance tracking.
  • Develop and mentor project controls personnel and schedulers, reinforcing analytical rigor, accountability, and escalation discipline within a matrixed federal contracting environment.
  • Maintain schedule flexibility to meet business demands, including extended hours as necessary to support critical project milestones, and perform additional duties as assigned.
