About The Position

Northrop Grumman's Mission Systems (NGMS) sector is looking for a Manager, Programs Level 1 to support the Restricted Operating Unit within the Advanced Mission Capabilities Business Unit onsite in Baltimore, MD. This manager is responsible for overall implementation of Risks, Issues, and Opportunity (RIO) Management processes and mitigation execution. This manager will integrate all Risks, Issues, and Opportunities across multiple contracts, programs, and functions. The RIO manager will adjudicate potential conflicts in handling ownership of risk while guiding the RIO Process throughout the entire life cycle from identification and mitigation to realization or retirement. The RIO Manager will interface with multiple disciplines including internal Program Management, IPT Leaders, and functional leaders. This leader will be responsible for all Risk, Issue and Opportunity (RIO) Management Processes and work all aspects of RIO management at the Program Level.

Requirements

  • Bachelor’s Degree with 5 years, or Master’s degree with 3 years of related experience supporting U.S. Government contracts and customers and/or project management in similar industries.
  • Demonstrated experience supporting Engineering and Manufacturing Development (EMD), production, mission assurance and/or manufacturing programs.
  • Relevant professional and/or military experience in project management, program management, business management, and/or engineering related functions.
  • Demonstrated experience with Risk, Issue, and Opportunity (RIO) management within production programs.
  • Demonstrated cross-functional collaboration wits such as Supply Chain, Manufacturing, Mission Assurance, Business Management, and Engineering to achieve program objectives.
  • U.S. citizenship required.
  • Must have a current/active U.S. Government Secret security clearance with full investigation with the last 6 years at time of application, with the ability to obtain an Special Access Program (SAP) clearance after starting.

  • Strong communication and stakeholder management skills, with experience collaborating across Engineering, Supply Chain, Manufacturing, Finance, and Program Management organizations.

Responsibilities

  • Own the overall quality, integrity and execution of the programs Risk, Issue, and Opportunity (RIO) management process.
  • Perform independent assessments of the technical, cost, and schedule impacts associated with program risk issues and opportunities.
  • Collaborate with Risk Owners and Cost Account Managers (CAMs) to develop and execute effective risk, mitigation plans, and opportunity realization strategies.
  • Monitor, analyze and report on the health and performance of RIO activities to program leadership.
  • Ensure compliance with established RIO management processes across all levels of the organization.
  • Lead proactive risk identification efforts to evaluate emerging risk, affordability initiatives, and program improvement opportunities.
  • Ensure adherence to corporate, sector, and program RIO policies, procedures, and government requirements.
  • Support internal and external audits related to RIO management activities.
  • Develop, maintain, and continuously improve the programs RIO management plan.
  • Administer and maintain the programs RIO toolset, including troubleshooting and user support.
  • Serve as a primary point of contact for all RIO activities, including customer reviews, program reviews, and executive leadership briefings.
  • Lead monthly Program Risk Review Boards and facilitate cross functional discussions to drive timely risk mitigation and issue resolution.
  • Serve as the Risk, Issue, and Opportunity (RIO) subject matter expert, providing leadership and guidance across all RIO related activities.
