About The Position

Leads the execution of power purchase obligations by overseeing contract administration, payment accuracy, documentation integrity, and stakeholder collaboration while guiding team performance and resource planning. Administers PPOA contracts to ensure accurate interpretation, timely issue resolution, and full compliance with commercial and regulatory requirements. Oversees generator payment processes to ensure accuracy, transparency, and adherence to LUMA procedures. Maintains complete commercial documentation to enable reconstruction of decisions and support audit readiness. Collaborates with PREPA GenCo and IPPs to ensure procedural compliance and implement effective solutions to operational challenges. Leads and supports the PPOA team by optimizing staffing, guiding performance, and ensuring high-quality execution of all responsibilities. Implements strategies and manages resources to meet operational targets effectively. Manages and develops team members to build capability and improve collaboration, resulting in higher engagement and productivity. Develops and manages departmental budgets to allocate resources effectively and meet operational targets. Defines and monitors departmental KPIs to identify trends and drive continuous improvement. Leads, models and ensures consistent application of policies and regulatory standards across teams to support ethical operations and mitigate compliance risks. Leads and validates the planning and execution of restoration and emergency preparedness activities to strengthen operational resilience and response capacity. Assumes and oversees expanded duties aligned with organizational priorities and professional scope to drive departmental effectiveness and strategic alignment.

Requirements

  • Bachelor's degree from an accredited college or university in Law, Engineering, Business Management, Finance or related field.
  • 5 to 7 years' experience in electric utility generation, power exchange, and/or interconnected utility operations and transmission operations, with at least 3 years' overseeing employees directly, leading teams, budgets and projects in a supervisor role.
  • Experience managing day-to-day operations, teams, defining work plans and achieving departmental objectives.
  • Ability to communicate clearly and effectively both orally and in writing.
  • Ability to work effectively with elected officials, charter officers, department heads, and representatives of other agencies, and the public.
  • Bilingual, English and Spanish.
  • Valid Driver's License

Nice To Haves

  • Experience operating in the Puerto Rico electric system in some direct or support capacity is preferred.
  • Master’s degree in a relevant field may substitute when accompanied by a minimum of 3 years of experience performing related functions and at least 2 years in a manager role.
  • Professional Engineer issued by the Puerto Rico Examining Board for Engineers, Architects, Surveyors and Landscape Architects.
  • Be a member of the Puerto Rico Association of Engineers and Surveyors
