About The Position

We are seeking a seasoned leader with experience in the public service, public policy, or strategic program delivery to help advance national priorities in artificial intelligence, data governance, and the digital economy. This role is ideal for an accomplished manager who thrives in complex stakeholder environments, can translate emerging issues into action, and is motivated by work with national impact. You will collaborate with senior leaders across government, industry, and innovation ecosystems to help position Canada for success in a rapidly evolving digital landscape. If you bring expertise in AI, data policy, digital regulation, innovation, or cross-government leadership, this is an opportunity to apply your experience in a highly strategic and future-focused mandate. The Standards Council of Canada (SCC) is a federal Crown corporation with the mandate to promote efficient and effective standardization in Canada. Located in Ottawa, SCC has a Governing Council comprised of up to 13 members and a staff of approximately 150. The organization reports to Parliament through Innovation, Science and Industry and oversees Canada's standardization network.

Requirements

  • Bilingualism (English and French), both oral and written.
  • Security level: Secret
  • Bachelor’s degree in a related field and/or comparable professional experience
  • Experience managing a team and leading cross-functional teams
  • In-depth knowledge of global standardization bodies
  • Understanding of agreements, regulations and acts that impact on trade and standardization within Canada
  • Ability to build relationships, trust and respect with representatives from government, industry and the standardization community globally
  • Ability to prepare reports; proposals, policy papers; presentations, and responses to external stakeholder representatives
  • Ability to prepare strategies, plans and reports for Branch and SCC management relating to Branch priorities and objectives.
  • Strong negotiating, influencing and relationship building skills, including the ability to influence others to make change
  • Strong project management skills including the ability to lead multiple projects concurrently
  • Excellent written and verbal communication skills with the ability to present compelling and persuasive arguments
  • Proficient in Microsoft Office applications and the ability to learn new programs and IT systems quickly

Responsibilities

  • Proactively develops collaborative working relationships with representatives from governments, industry and other external organizations that are the primary contributors, users, and beneficiaries of Canada’s standardization system.
  • Engages with stakeholders in sectors of strategic focus under their responsibilities, understands their priorities and initiates the development of potential strategies, programs or services that will address their objectives and needs.
  • Provides concepts of regulatory, policy or strategic options, and facilitates SCC’s response in accordance with the corporate priorities and goals.
  • Works in close partnership with SCC’s AI and Data programs, contributing to projects and strategies centered on the digital economy.
  • Identifies and pursues opportunities to engage key stakeholders in Canada’s private and public sector organizations, for the development and offering of services to maximize the value of standardization and conformity assessment activities in sectors of strategic focus under their responsibility.
  • Develops and coordinates program work of the SCC, and on behalf of the Canadian Standardization System, raising the profile of SCC within all level of government, with focus on departments with regulatory responsibilities, to ensure positive relationship, compelling them to seek our engagement and advice.
  • Leads, as appropriate, the development of initial concepts of standardization strategies addressing SCC’s stakeholders’ priorities and oversees the planning and delivery of identified strategies and services.
  • Executes the development and oversees the implementation of policies, programs, and engagement strategies to improve the effectiveness and responsiveness of Canada’s standardization Strategy.
  • Oversees the development of project and program plans, evaluates alternatives, and risks, identifies resources, budgets, and delivery schedules.
  • Oversees the provision of secretariat services for designated committees, working groups or others, including the timely development of meeting agendas, organization of meeting materials and logistics, the tracking of key decisions, and dissemination of action items; ensures adherence to SCC’s policies and procedures.
  • Oversees the management of a team including staffing, development of job descriptions, employee performance plans; monitors employee performance, skills development, and supports employee recognition, promotion, and dismissal.
  • Fosters collaboration and teamwork for the delivery of programs and projects in a timely manner and within budget.
  • Identifies and communicates issues that require senior management attention; assesses impact and provides recommendations for resolution.
