About The Position

The department of Facilities Operations at West Virginia University is currently accepting applications for a Manager, Physical Plant I. Under the direction of the Operations Manager, this role plans, coordinates, and supervises the work assignments of Equipment Mechanics, Trades Maintenance Mechanics, Facilities Management and Services Workers, and any other support personnel as outlined by University policies and procedures guidelines.

Requirements

  • High School diploma or GED required
  • Specific technical knowledge received from a formal registered apprentice or vocational training program of up to 18 months.
  • Any equivalent combination of related education and/or experience will be considered
  • Ability to organize workflow and lead groups
  • Deep understanding of equipment/vehicle maintenance
  • Strong leadership, problem-solving, and communication skills
  • Demonstrated knowledge of basic grounds keeping, labor procedures, and safety principles
  • Demonstrated ability to operate all related supporting equipment
  • Ability to read and write in English and perform basic mathematical calculations
  • Ability to comprehend and follow oral and written instructions
  • Ability to function as a team leader providing training to others and maintaining necessary records
  • Physical capability to perform duties of the position including long periods of standing and walking, bending, stooping, climbing and lifting of heavy items weighing more than 100 pounds
  • Ability to perform tasks requiring frequent and prolonged exposure to extreme variations in temperatures including outdoor weather conditions and exposure to dust, fumes and chemicals.
  • Work requires simple hand/eye operations and some accuracy and regularity of motions, such as set up and operation of basic instruments or equipment, and/or the occasional use of standard hand or power tools with minimal speed requirements.

Responsibilities

  • Oversee daily maintenance operations, supervise technical teams, and ensure facility vehicles and equipment run safely and efficiently.
  • Submit, track, and close out work orders in Unifier. Plan, schedule, and execute repair work for equipment, and assign work to employees to ensure all repairs are completed thoroughly and on time.
  • Develop and maintain a maintenance management system to schedule routine maintenance and inspections to minimize equipment downtime.
  • Generate detailed cost estimates and make recommendations to the Operations Manager regarding crew size, material availability, equipment, and material flow to remain on schedule. Track all expenditures and maintain inventory for tools and spare parts, including Visa card accountability.
  • Inspect completed work assignments, work areas, and processes to ensure safe working conditions and procedures are always maintained. Recommend improvements to efficiency and effectiveness of the team.
  • Perform preventative maintenance of all vehicles and equipment, including daily and/or weekly inspections and instruct Roads & Grounds employees on proper care and maintenance.
  • Repair and rebuild gasoline and diesel engines, hydraulic pumps and motors, hydrostatic transmissions, chassis, and electrical systems on all Roads & Grounds equipment.
  • Fabricate and rebuild parts using shop equipment such as welders, torches, lifts, cranes, hydraulic presses, lathes, etc. Maintain and upkeep all shop equipment.
  • Screen and interview job candidates, make hiring decisions, provide counseling and disciplinary actions, and perform employee evaluations.
  • Operate motor vehicles and equipment (i.e. car, box van, pick-up truck, forklift, front loader, small dump truck) and uphold all licensing as required by WV Department of Transportation.
  • Assist with maintenance and care of campus grounds by mowing, seeding, and aerating lawns and turf, trimming and edging, watering lawns, shrubs, and ornamental gardens, and removing debris.
  • Coordinate team efforts and assist with removal of snow/ice from sidewalks, steps, roads, and parking lots using hand tools, power brooms, tractors, and trucks. Spread deicers and abrasives as needed.
  • Work off-peak hours, weekends, and holidays during winter weather conditions.
