About The Position

CHEO is seeking a collaborative and highly skilled Manager, Payroll to lead payroll operations across CHEO, CHEO Research Institute and Roger Neilson Children’s Hospice. This is an opportunity for an experienced payroll leader to step into a complex, fast-paced healthcare environment where precision, service, compliance, and partnership matter every day. Reporting to the Deputy Chief Financial Officer, the Manager, Payroll provides strategic and operational leadership for payroll services supporting both unionized and non-unionized employees. The successful candidate will lead a dedicated payroll team while ensuring accurate and timely payroll processing, legislative compliance, collective agreement interpretation, strong internal controls, and exceptional service delivery. This role is ideal for someone who thrives in complexity, enjoys solving problems, and brings both technical expertise and people leadership to their work. You will play a key role in supporting organizational operations, maintaining financial integrity, and continuously improving payroll processes and systems in a highly collaborative environment.

Requirements

  • 5 years of experience in payroll
  • College Diploma in Accounting, Finance or a related field
  • Active Payroll Compliance Professional (PCP) designation with the National Payroll Institute
  • Strong understanding of payroll administration within a complex unionized environment
  • Exceptional attention to detail
  • Strong analytical capability
  • Ability to build trusted partnerships across the organization
  • Ability to balance operational excellence with a thoughtful, service-oriented leadership approach
  • Deep knowledge of payroll legislation, pension administration, statutory remittances, and collective agreement interpretation
  • Experience managing payroll systems, audits, reconciliations, and year-end processes
  • Integrity, sound judgment, and ability to navigate sensitive and confidential matters with professionalism
  • Collaborative, solutions-focused, and comfortable working across multiple teams and priorities in a dynamic environment

Responsibilities

  • Lead and mentor the payroll team, fostering a culture grounded in accountability, collaboration, confidentiality, continuous improvement, and customer service excellence.
  • Serve as a senior escalation point for complex payroll matters and support leaders and employees through issues requiring expert interpretation and guidance.
  • Oversee compliance with all payroll-related legislation and reporting requirements, including obligations associated with the Canada Revenue Agency, Ministry of Finance, Service Canada, Workplace Safety and Insurance Board, and the Healthcare of Ontario Pension Plan.
  • Lead year-end payroll activities including T4 and related reconciliations, statutory filings, audit support, government reporting, and payroll account reconciliations.
  • Play a central role in systems configuration and process improvement initiatives.
  • Working closely with partners across Talent Services, Labour Relations, Time Tracking, Information Services, and Finance, help implement enhancements within UKG and Workday while ensuring payroll practices remain aligned with collective agreements, organizational policies, and legislative requirements.
