About The Position

Under general direction, the Parking Operation & Maintenance Manager coordinates and manages the physical upkeep, structural integrity, and capital improvement projects for university-wide parking infrastructure. This role ensures campus parking garages, surface lots, automated access systems, and electric vehicle assets are safely maintained, operational, and modernized through effectively managed trade crews and renovation projects.

Requirements

Bachelor's degree and five (5) years of experience appropriate to the area of assignment/field including two (2) years managerial experience; OR, Any equivalent combination of experience and/or training from which comparable knowledge, skills and abilities have been achieved.
Applicant must be eligible to work in the United States; ASU Parking and Transit Services will not be a sponsor for this position.
Ability to lift, carry, push, or pull tools, equipment, or gate hardware weighing up to 50 pounds occasionally.
Ability to climb stairs, ladders, and navigate uneven terrain, active construction zones, or freshly paved asphalt surfaces safely.
Work outdoors in varying weather conditions, including extreme heat, cold, rain, and wind, while exposed to traffic, noise, dust, and asphalt fumes.
Specific vision abilities required include close vision, distance vision, and peripheral vision to monitor work sites safely; ability to hear audible traffic alarms and vehicle movement.
Proficiency with graphic design and sign-making software (e.g., Adobe Illustrator, FlexiSIGN, CorelDRAW) and vinyl plotting equipment.
Proficiency with Microsoft Office Suite (Word, Excel, Outlook, PowerPoint) or Google Workspace for data tracking, reporting, and daily communication.
Skill in using collaboration tools (e.g., Microsoft Teams, Zoom) and email clients to coordinate effectively with campus partners.
Demonstrated ability to quickly learn and adopt specialized proprietary software, digital dashboards, or mobile applications used in daily operations.
Employee must possess a valid US Driver’s license of the appropriate class and required endorsements throughout employment.

Nice To Haves

Bachelor's degree in Construction Management, Civil Engineering, Facilities Management, or a related field.
Experience in maintenance operations, facilities management, construction management, or project management.
Experience supervising maintenance personnel, field technicians, trade crews, contractors, and/or vendors.
Experience managing infrastructure maintenance, repair, renovation, or capital improvement projects.
Experience serving as an owner's representative or coordinating work with commercial contractors.
Experience overseeing operational budgets, project costs, and resource planning.
Experience with automated gate systems, parking access equipment, EV charging infrastructure, or related facilities technologies
Experience developing and implementing preventative maintenance programs and asset management strategies.
Ability to walk, stand, bend, and traverse large outdoor parking lots and multi-level parking garages for extended periods during inspections.

Responsibilities

Assesses the physical condition of parking structures, parking lots, automated access systems, and related infrastructure to develop and implement preventative maintenance and asset preservation strategies.
Oversees the installation, routine maintenance, and repair of automated gate systems, ticket dispensers, and Electric Vehicle (EV) charging stations.
Manages campus-wide asphalt repairs, sealing, and striping projects, as well as Parking structure restorations, concrete repairs, and waterproofing.
Supervises, trains, and evaluates maintenance technicians, specialized trade crews, and external paving/electrical contractors.
Monitors maintenance, repair, and construction activities to ensure compliance with university standards, project specifications, and applicable safety requirements.
Manages operations and project budgets, authorizes purchases for EV chargers or gate hardware, estimates project costs, and prepares spend reports.
Develops comprehensive maintenance schedules for high-disruption activities like asphalt resurfacing, line striping, and power washing to minimize campus traffic impact.
Recommends and monitors compliance with the Americans with Disabilities Act (ADA) parking stall compliance, environmental run-off rules, and electrical codes.
Resolves urgent infrastructure failures, including malfunctioning gate arms, offline EV chargers, structural hazards, and contractor performance disputes.
Acts as the primary point of contact for parking updates with leadership, tenants, and visitors.
Oversees the operation of the department sign shop, including the design, fabrication, and deployment of regulatory parking signs, event notices, and temporary directional signage in support of parking operations and campus events.
