About The Position

Team Rubicon (TR) is seeking a Manager, Operations (East Branch) to join their Programs x Domestic Operations – East Branch team. This role will lead a team of associates, support volunteer leaders in executing organizational goals, and requires a detailed understanding of the Operations Department's functions. The Manager will be assigned geographic areas to build and motivate teams, possess solid knowledge of the incident command system, and have expertise in planning, mobilization, and demobilization operations. This position is responsible for driving the delivery of Team Rubicon Services and capabilities, and for establishing and prioritizing the growth strategy for volunteer and community relationships in the East Branch, covering Illinois (IL), Wisconsin (WI), Michigan (MI), Kentucky (KY), Indiana (IN), Tennessee (TN), and Ohio (OH). The role involves managing resources, finances, personnel issues, and administrative functions to support the organization’s mission and goals. This position reports to TR’s Deputy Director, Operations (East Branch) and is based remotely within the specified states.

Requirements

5-7 years of relevant professional experience in the military, disaster response, emergency management or first responder fields
Proven record of personnel management experience such as recruiting, managing, training, and developing employees and volunteers
Proficient with technology tools and in remote working for communicating and coordinating with a large network of TR staff members, Greyshirts (volunteers), and external stakeholders

Nice To Haves

Bachelor’s degree in Emergency Management, Public Administration or related field preferred
Successful past performance in leading volunteers is highly desired

Responsibilities

Manage the assigned budget, ensuring appropriate resource allocation, and financial goal achievement.
Provide leadership and team management by supervising, mentoring and developing assigned staff by setting clear goals and expectations, providing constructive feedback, and fostering a positive and collaborative work environment.
Evaluate individual staff and team performance and make decisions to improve staff performance, productivity, and efficiency.
Execute purchasing and expenses per the Branch budget plan.
Assist with planning and budgeting in line with operational tempo and oversee procurement and distribution of supplies and equipment.
Support personnel recruitment, deployment, and well-being in all aspects of the disaster cycle, managing schedules and work rotations.
Assist in developing QCPC team goals, provide specific feedback, and solicit regular input.
Support Volunteer Management in resolving personnel conflicts.
Participate in Participation Status Committees as needed.
Lead the leadership lifecycle program, including recruiting, onboarding, and developing Greyshirt volunteer leaders.
Support department needs during surges to address operational gaps.
Build and maintain relationships with donors, partners, and volunteers.
Lead capacity-building efforts, local relationship growth, disaster operations, and cross-functional collaboration.
Collaborate across the department as needed to meet goals and objectives.
Organize and participate in training and simulations for disaster response teams.
Coordinate/manage disaster response operations, including resource and personnel deployment.
Coordinate with volunteer organizations and partners to maximize resources.
Function as an Agency Executive.
Provide EOC support and disaster response coordination across relevant agencies as needed.
