About The Position

This position provides operational leadership and management oversight of RTD’s operating facilities, buildings, and infrastructure maintenance across the multimodal transit system, including transit centers, administrative buildings, and maintenance facilities. This position is responsible for ensuring operating facilities and related systems are safe, reliable, compliant, and well maintained to support continuous operations and a positive customer environment. The role oversees inspection, maintenance, repair, and lifecycle management of structural, mechanical, electrical, plumbing, HVAC, roofing, vertical transportation, and site infrastructure systems, as well as custodial and groundskeeping services. Responsibilities include directing staff and contractors, overseeing maintenance programs and service agreements, supporting asset management and state-of-good-repair initiatives, and ensuring compliance with safety, regulatory, and contractual requirements. This role partners closely with internal departments to support infrastructure reliability, operational continuity, emergency response coordination, and cost-effective lifecycle management of RTD operating facilities and assets.

Requirements

  • Bachelor’s degree in Facilities Management, Business Administration, Engineering, or Construction Management required, or an equivalent combination of education and relevant work experience.
  • A minimum of five (5) years of relevant experience in facilities management, building systems operations, or a related technical environment.
  • A minimum of three (3) years of management experience, which must include direct supervision and/or leading cross-functional teams.
  • Experience with preventive and corrective maintenance, asset lifecycle planning, contractor/vendor oversight, project coordination, safety compliance, and/or building systems (e.g., HVAC, electrical, plumbing, structural, and mechanical systems).
  • Experience with regulatory compliance in the context of OSHA, ADA, environmental, building code, or similar safety and facilities standards.
  • Valid Colorado driver’s license with an acceptable driving record per RTD guidelines.
  • This position is designated as a Disaster Response Worker and may require work outside normal business hours during emergencies, severe weather events, infrastructure disruptions, or emergency operations activities.

Responsibilities

  • Plans, directs, and coordinates facilities maintenance operations across RTD operating facilities, including transit centers, administrative buildings, maintenance facilities, and related infrastructure systems.
  • Oversees preventive, predictive, and corrective maintenance programs for structural, mechanical, electrical, plumbing, HVAC, roofing, vertical transportation, utility, and site infrastructure to support safe, reliable, and continuous transit operations.
  • Develops and oversees inspection, planning, scheduling, corrective action, and documentation processes to identify repair needs, safety risks, code compliance issues, inefficiencies, and lifecycle replacement requirements while minimizing downtime and operational disruption.
  • Develops and manages operating facilities maintenance budgets, including forecasting, cost control, and asset replacement planning.
  • Participates in and oversees development and implementation of short- and long-range operating facilities maintenance plans, asset management and renewal strategies, and state-of-good-repair programs.
  • Monitors operating facilities performance, asset condition, maintenance effectiveness, and operational trends to support data-informed decision making and continuous improvement.
  • Ensure facilities, equipment, and infrastructure systems are maintained in a safe, reliable, and presentable condition to support continuous transit operations and customer use in accordance with applicable safety standards, operating procedures, regulatory requirements, and industry best practices.
  • Provides technical directions and support for the planning, design, construction, maintenance, and inspection of operating facilities, ensuring work complies with applicable codes, standards, manufacturer requirements, and contractual obligations.
  • Prepares and reviews reports, correspondence, scopes of work, bid documents, specifications, and presentations related to facilities condition, maintenance performance, and infrastructure needs.
  • Supports contract development and administration for maintenance services, repairs, equipment, and facility systems, including vendor selection, procurement coordination, performance monitoring, invoice review, and compliance with contract terms.
  • Coordinates with Safety, Security, and Emergency Management to support operational continuity and emergency response activities related to facility outages, infrastructure failures, weather impacts, and other operational disruptions; provides leadership and technical direction during facility-related emergencies.
  • Represents RTD Facilities Maintenance in committees, task forces, and outreach events related to facilities operations, infrastructure, safety, and maintenance initiatives.
  • Represents RTD in grievances and arbitrations related to facilities maintenance operations.
  • Maintains appropriate staffing levels and reviews progress to ensure the quality and quantity of work meet standards and deadlines for deliverables to meet program goals and objectives.
  • Recruits staff to include interviewing, hiring, assigning work, training, coaching, and counseling to ensure consistent application of Employee Guidelines, processes, and procedures.
  • Conducts performance reviews and holds employees accountable for optimal performance of their responsibilities.
  • Fosters a safety-first culture, prioritizing prevention, accountability, and continuous improvement.
