About The Position

The Manager of Water/Wastewater Services is accountable for providing overall oversight and management of the operations and maintenance of the City’s water and wastewater systems ensuring safe, effective and efficient operations and compliance with all applicable legislation, regulations, policies and approvals. The Manager is also responsible for managing the engineering design of municipal services and projects and provides contract administration of municipal infrastructure renewal projects. This position is a member of the Quinte West Management Team responsible for implementing approved policies, plans and programs as well as ensuring business objectives are met. Leading a talented team of staff, this position guides and inspires a dedicated workforce in the efficient delivery of municipal services and helps shape a workplace culture founded on trust and transparency. Responsible for providing leadership to the division in alignment with corporate strategies, plans and priorities, the Manager supports strategic planning, budget development, work planning, human resources, staff development and change management and works collaboratively with internal and external stakeholders to build mutually beneficial working relationships.

Requirements

  • A minimum of a three (3) year community college diploma or university degree in Environmental Engineering Technology, or a related field, or an approved equivalent combination of education and experience.
  • Must hold and maintain a valid Class III Operator’s Licence for Water Treatment, and Class III Operator’s Licence for Wastewater Treatment.
  • A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
  • Comprehensive and thorough knowledge and understanding of Ontario Regulations governing Water Treatment and Sewage Treatment facilities and operations.
  • Familiarity with water quality requirements such as chemical analysis, chemical dosing, basic laboratory requirements, monitoring equipment operations and maintenance.
  • Familiarity with various fields related to water/wastewater treatment including mechanical, electrical, instrumentation, PLC (Programming Logic Control), SCADA.
  • A highly developed sense of professionalism, tact and diplomacy.
  • Demonstrated respect for highly confidential and sensitive issues.
  • A high degree of emotional intelligence (the capacity to be aware of, control and express one's emotions and to handle interpersonal relationships judiciously and empathetically).

  • A minimum of seven (7) years of experience in the field of municipal drinking water and wastewater environment, particularly with a large municipal drinking water/wastewater treatment facility, including at least three (3) years of experience in a supervisory role.
  • Management experience in municipal or broader public, private or voluntary sector environments.

Responsibilities

  • Organize, inspect and direct maintenance and operational activities as required to ensure that the highest quality standards are achieved relative to water treatment and sewage treatment systems and associated buildings.
  • Ensure all regular sampling, testing and reporting of water and wastewater are performed as dictated by the Environmental Compliance Certificate and the regulations/legislated requirements of the Ministry of Environment.
  • Ensure water and wastewater quality standards meet/exceed Ministry regulations/guidelines and ensure all mechanical equipment is operating properly.
  • Initiate, evaluate and review various records, explaining to staff, the purpose and benefits of maintaining accurate records.
  • Develop and maintain written operational and contingency plans for each plant in accordance with the requirements of provincial legislation.
  • Assign work to subordinates, prioritizing assignments based on demand and budget constraints, and advising the department on the appropriate method of dealing with special situations, emergencies, etc. related to water treatment and sewage treatment systems.
  • Investigate and resolve complaints/concerns relative to water treatment and wastewater treatment from the public within established policies.
  • Assist office staff with various reports as required and perform various office duties as assigned.
  • Provide oversight and supervision of contractual staff to achieve high performance standards in a safe, well organized environment.
  • Author and submit annual reports for the plants, utilizing data for analysis and planning of service delivery.
  • Be responsible for the review and/or design of projects including the preparation of detailed engineering drawings.
  • Prepares engineering studies and environmental assessments for water and wastewater works when necessary.
  • Ensure that all design and construction is carried out as per City and Provincial standards and regulations using the optimum design/construction method(s) for each project.
  • Prepares tenders and specifications for capital projects and for maintenance activities.
  • Undertake feasibility studies to assess the adequacy of existing infrastructure, set design standards and criteria for municipal works, and research and recommend the adoption of new materials and technologies.
  • Meet with developers for pre-consultation of potential developments when required.
  • Occasionally review technical submissions for subdivisions and site plan developments.
  • Responsible for the administration of the CLI - ECA approvals and application process.
  • Provide overall coordination of Compliance reporting and regulatory inspections.
  • Coordinate with staff to ensure inspections and regular maintenance are completed.
  • Appointed as Risk Management Official/Risk Management Inspector for the City Source Water Protection Program.
  • Responsible for screening applications, research and developing guidance documents, fact sheets, forms, Section 57, 58 and 59 notices for the administration of the source protection program.
  • Exercise legal authorities as an RMO/RMI as outlined in the Clean Water Act, Provincial Offences Act and/or Municipal Bylaws as required.
  • Completion of field verification surveys for a variety of land uses including agriculture, commercial, industrial and residential properties.
  • Responsible for the development and approval of Risk Management Plans within the City.
  • Demonstrate a commitment to learning and overall professional development.
  • Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, and City policies and procedures.
  • Accountable for the recruitment and selection of division staff including identifying staffing and budget requirements, participating in interviews and ensuring the hiring of highly qualified individuals in line with organizational policies and applicable legislation.
  • Ensure compliance, training and staff supervision pertaining to applicable legislation.
  • Direct and coordinate the activities of subordinates including monitoring daily activities, providing guidance and administering disciplinary action.
  • Provides regular and constructive feedback to staff on their performance, recognizing achievements and providing individualized support.
  • Facilitates the development and achievement of business and personal objectives which includes individual development action plans designed for the continued growth and sophistication of the team.
  • Accountable to ensure that all safety requirements are met by contractors or independent operators.
