About The Position

The City of Quinte West is seeking a Project Manager for the Public Works and Environmental Services department, specifically within the Water and Wastewater Services division. This department is responsible for the planning, engineering, maintenance, rehabilitation, and operation of municipal infrastructure including roads, parks, solid waste management, water treatment and supply, wastewater collection and treatment, stormwater management, and general engineering services. The Water and Wastewater Services division specifically manages the operation and maintenance of all municipal water and wastewater facilities. The Project Manager will be responsible for planning, designing, tendering, and contract administration of multi-disciplinary infrastructure Capital projects, including treatment facilities, reservoirs, pumping systems, and remote monitoring facilities. This role involves supervising, reviewing, and directing the work of engineering consultants, preparing bid packages, and administering associated contracts. The Project Manager will also assist Superintendents with major facility repairs, maintenance, and system troubleshooting, and contribute to the day-to-day work and operations in line with department policies and service standards.

Requirements

  • A minimum of a three (3) year community college diploma in Electrical or Mechanical engineering, engineering technology, or a related field, or an approved equivalent combination of education and experience.
  • A valid Class G Driver’s Licence and a safe driving record in good standing, satisfactory to the employer.
  • A clear understanding of the roles and responsibilities of municipal project managers, other municipal staff, elected officials, consultant project managers, and government agencies.
  • Demonstrated experience in Municipal Class Environmental Assessment (EA) projects and Master Plans.
  • Extensive municipal project management and contract administration experience in planning, coordinating, designing and constructing, complex, multidisciplinary projects in a municipal environment within the general field of water, sewer, and roads infrastructure.
  • Skilled in leading effective project teams and developing collaborative internal and external business relationships.
  • Vast knowledge of construction methods, equipment and technologies related to water and sewage facility design and construction. Including reading and interpreting site plans, engineering drawings and specifications.
  • Ability to deal effectively at all levels of the organization and with consultants, contractors and the public exercising excellent negotiation and conflict resolution skills.
  • A highly developed sense of professionalism, tact and diplomacy.

Nice To Haves

  • A Certified Technician (CTech) or Certified Engineering Technologist (C.E.T) designation in good standing with the Ontario Association of Certified Engineering Technologists and Technicians (OACETT) or equivalent.
  • Certification as a Project Management Professional (PMP).
  • The ability to communicate in both English and French.
  • Industrial Trade certification in electrical or mechanical field.
  • Previous municipal experience.

Responsibilities

  • Responsible for project management of municipal oriented engineering capital projects.
  • Review designs of municipal infrastructure related to development projects.
  • Provides technical troubleshooting and equipment specification recommendations for the Treatment Facility Superintendents.
  • Interacts with applicants and their agents on functional and detailed design development proposals, as required.
  • Responsible for the review and comments of development applications.
  • Prepare requests for proposals to retain technical consultants for special studies.
  • Procure and manage consultants and/or internally undertake Environmental Assessments and special studies.
  • Ensures that the project expenditures are controlled and maintained within the approved budget limitations.
  • Co-ordinates and provides comments on draft plan applications. Reviews and verify development designs and agreements to ensure compliance with respect to City of Quinte West policy and construction requirements as well as Provincial guidelines.
  • Conducts field investigations to identify and assess present and future conditions relating to development proposals.
  • Conducts technical problem investigations, including site inspections/assessments of changed conditions on construction projects and leads studies, analysis, surveys, research and development for effective solutions of complex engineering problems.
  • Review, prepare, and process payment certificates and purchase orders in relation to capital construction projects and miscellaneous invoices and recommend for approval/approves either when applicable/required.
  • Liaise with other City departments for applications for municipal infrastructure extensions related to the Municipal Act, the Local Improvement Act, and the Development Charges Act as it impacts development proposals.
  • Responsible for ensuring compliance with legislation, regulations, procedures and policies in accordance with job responsibilities.
  • Demonstrate a commitment to learning and overall professional development.
  • Follow all guidelines for employees and employers as legislated under the Ontario Occupational Health and Safety Act, other applicable legislation, best practices, City policies and procedures.
  • Accountable to ensure that all safety requirements are met by contractors or independent operators.
