About The Position

Herzog Transit Services, Inc. is currently seeking a Manager of Training & Compliance in Albuquerque, NM to join our team. This role involves developing, scheduling, and delivering training programs for Commuter Rail employees, conducting assessments to evaluate effectiveness, and collaborating with subject matter experts to improve training methodologies. The position also includes developing trainer programs, maintaining knowledge of continuous improvement principles, and working closely with the Safety Department to ensure consistent safety messaging and compliance. Responsibilities extend to assisting with internal investigations, participating in efficiency testing, implementing standards in response to regulatory requirements, conducting internal audits, and ensuring quality of service through field assessments. The role requires maintaining strong relationships with departmental managers, leading by example with a diverse workforce, documenting training and audit results, and following established safety procedures. Collaboration with project team members and providing hands-on instruction are also key aspects. The role requires availability for 24/7 support, with on-call responsibilities shared among team members and managers. Regular engagement with Herzog’s Culture and its essential behaviors, as well as regular and predictable attendance and punctuality, are requirements.

Requirements

  • High school diploma or equivalent.
  • Roadway Worker qualification or have the ability to become Roadway Worker qualified, within 30 days of start date.
  • Five years of experience in the railroad industry, with at least two years in passenger service.
  • Experience in education, training, and/or mentoring peers, preferably in a commuter rail environment.
  • Working knowledge of Federal Railroad Administration (FRA) rules and regulations, preferably in multiple disciplines, e.g. Operations, Mechanical, Track, and Signal.
  • Working knowledge of standard railroad rules and operating practices.
  • Ability to work with common software including Microsoft Word, PowerPoint, Teams, Excel, and Outlook is required.
  • Candidate must have the ability to research and interpret rules, regulations, directives, and contract language and apply applicable procedures or processes.
  • Subject to pre-employment background check and motor vehicle report review.
  • Maintain a valid driver’s license and endorsements as required per position.
  • Subject to pre-employment physical, medical evaluation, and drug screen due to the safety sensitive nature of this position.
  • Successfully complete and maintain any required safety certification and testing on an annual basis.
  • Perform light work, occasionally exerting up to 20 pounds of force.
  • Able to walk on uneven surfaces.
  • Occasionally ascend/descend step ladders and/or stairs.
  • Regularly sit and stand for an extended period of time.
  • Regularly kneel, bend, and squat.
  • Must successfully pass color/vision examinations as required by the position.
  • Must be able to hear and distinguish auditory signals.
  • Able to work in conditions with loud noise; work on/around heavy/moving machinery.
  • Able to work outdoors in all weather conditions (hot, cold, rain, snow, and sleet).

Nice To Haves

  • An associate’s degree in education, business, or closely related field, preferred (can be substituted with 5 years passenger railroad experience).
  • Engineer and/or Conductor certification preferred.
  • Knowledge of General Code of Operating Rules (GCOR) is preferred.
  • Experience working within an Organized Labor environment preferred.

Responsibilities

  • Develop, schedule, and deliver training and development programs for Commuter Rail employees, including new hire training, annual rules training, and training on applicable regulations.
  • Conduct follow-up assessments of completed training programs to evaluate effectiveness and measure results; modify programs as needed.
  • Develop effective training materials utilizing a variety of instructional methods and media.
  • Collaborate closely with subject matter experts to evaluate and improve training tools and methodologies.
  • Develop trainer development programs and coach employees involved in training efforts, fostering professional growth and development opportunities.
  • Maintain knowledge of continuous improvement principles, policies, and procedures.
  • Work closely with the Safety Department in all interactions with other departments to ensure consistent safety messaging and compliance.
  • Assist with internal accident and incident investigations.
  • Participate in efficiency testing activities, including but not limited to joint testing and testing with FRA inspectors, state regulators, tenant railroads, and agency representatives.
  • Implement HTSI standards, rules, and processes in response to regulatory requirements (such as FRA Safety Advisories) and corrective actions resulting from internal investigations.
  • Participate in internal audits across all project departments and railroad disciplines.
  • Ensure quality of service through field audits and operational assessments.
  • Maintain strong relationships with departmental managers to identify training needs, develop course materials, and gather feedback for continuous improvement.
  • Lead by example and work effectively with a diverse workforce at all organizational levels.
  • Document and report all training and audit results in a timely and accurate manner.
  • Follow established safety procedures and maintain a safe working environment.
  • Collaborate with and support project team members by demonstrating a servant leadership mindset and a commitment to continuous learning.
  • Provide hands-on instruction and guidance to employees, demonstrating proper techniques and procedures for performing required tasks in a variety of railroad environments.
  • Be available, as needed, to support continuous railroad operations on a 24/7 basis. On-call responsibilities will be shared among team members and managers.
  • Regular and consistent engagement, participation and promotion of Herzog’s Culture and its essential behaviors are a requirement for this position.
