About The Position

The Executive Office of Housing and Livable Communities (EOHLC) is seeking a Manager of State Housing Programs in the Division of Housing Development. The agency's mission is to build more homes and lower housing costs across the Commonwealth through partnerships with municipalities, housing authorities, and community stakeholders. The Manager of State Housing Programs oversees all aspects of the bond-funded Transit Oriented Development (TOD) program and the Climate Resilient Housing (CRH) program, including oversight of the contractor to EOHLC, Mass Housing Partnership (MHP), and the full range of program administration activities. This role also oversees all aspects of the bond-funded Housing Stabilization Fund (HSF) program, including application reviews, preparation of award letters, vendor set-ups, and contracting; participation in loan closings; tracking of commitments and expenditures. The Manager serves as the lead staff member on project closing calls, as requested, and supervises closing staff. They also support the close-out of the American Rescue Plan Act (ARPA), including approval of requisitions and maintenance of final tracking systems. In addition, the Manager coordinates with other division managers to implement housing initiatives across the Division and addresses programmatic gaps as needed.

Requirements

  • At least five (5) years of full-time or, equivalent part-time, professional, administrative, supervisory, or managerial experience in business administration, business management, public administration, public management, clinical administration or clinical management.
  • Of the above, at least one (1) year must have been in a project management, supervisory or managerial capacity.
  • A certificate in a relevant or related field may be substituted for one (1) year of the required experience.
  • A Bachelor's degree in a related field may be substituted for two (2) years of the required experience.
  • A Graduate degree in a related field may be substituted for three (3) years of the required experience.
  • A Doctorate degree in a related field may be substituted for four (4) years of the required experience.
  • A current and valid Massachusetts Class D Motor Vehicle Operator's license or the equivalent from another state (if using a motor vehicle for travel).

Responsibilities

  • Participate in regularly scheduled rental and ownership competitions by overseeing the review work done by supporting staff.
  • Oversee work of reporting staff on numerous loan closings per year and participate directly as a staff lead on certain calls.
  • Oversee work of reporting staff on compliance monitoring.
  • Track all commitments and expenditures of programs assigned to this position.
  • Coordinate internally and with quasis, Massachusetts Housing Partnership (MHP) and MassHousing, on certain programs.
  • Participate in project work-outs, refinancings, and/or sales, as requested, by Deputy Director and Undersecretary.
