Northrop Grumman Defense Systems is seeking Program Manager 3, to serve as a Program Manager for the E-6B Mercury Integrated Maintenance and Modification Contract (IMMC) and join our diverse team of professionals located at Lake Charles, LA. As the E-6B Mercury IMMC Program Manager you will oversee both components of our E-6B Program with support from the Deputy Program Managers that drive the E-6B Periodic Maintenance Inspection (PMI) and our E-6B IMMC BLK II maintenance and modification program. The Navy E-6b Mercury is an airborne command post and communications relay based on the Boeing 707 platform. The aircraft are utilized primarily for long-range patrols along the entire U.S. border, and in source and transit zone countries. This platform, now modified to the E-6B standard, conveys instructions from the National Command Authority to fleet ballistic missile submarines, a mission known as TACAMO ("Take Charge And Move Out"). Program Managers are responsible for leading all phases of the E-6B program life cycle from inception (proposal development) through startup, execution, and completion (contract closeout).

Requirements

A minimum of 12 years’ experience in an aviation manufacturing/product support/repair environment and a High School diploma or A Bachelor’s degree in a technical discipline related to aviation industry in a Production and/or Maintenance and Repair Operation and a minimum of 8 Years’ experience in an aviation manufacturing/product support/repair environment may also be considered.
A minimum of 5 years’ experience as a PM or DPM with Profit and Loss (P&L) responsibility.
Demonstrated proficiency utilizing program management tools like Risk & Opportunities, Alpha contracting, Program Execution Framework, etc.
Experience presenting complex technical programs and concepts to senior management and customers.
Ability to comprehend and analyze complex problems and develop solutions.
Ability to prioritize and adjust tasks to accomplish the project result.
Able to prepare and analyze data and figures.
Ability to develop and present material outside the immediate work function.
Ability to change physical locations based upon need (including physical ability to travel).
Ability to obtain/maintain a Secret Clearance.
Proven experience working in a fast-paced environment with customers on-site.
Knowledge and previous experience in execution of proposals and contracts under FFP.

Nice To Haves

15 or more years’ experience in a manufacturing or product support/repair environment.
A Master's degree in a technical discipline.
Experience working with Service Contract Act (SCA) efforts.
A current or ability to obtain a Top Secret Clearance.
E-6B or similar platform experience.

Responsibilities

Support all aspects of managing the Program Profit and Loss (P&L) and reporting appropriately through Management chain.
Cultivating customer relationships and intimacy to develop further opportunities within the customer community.
Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
Adapting program organization to effectively addresses customer requirements and incorporates the necessary internal and external sub-organizations.
Leading and directing cross-functional Integrated Program Teams (IPT) to meet program cost, schedule and technical performance objectives.
Development of bottoms up Estimate to Complete (ETCs) driving to Estimate at Complete (EACs)
Measuring and reporting program performance.
Delivering presentations to customers, executive management and other program stakeholders.
Participating in the negotiation of contracts, contract changes, specifications, operating budgets, schedule milestones, and key terms and conditions.
Review and finalization of the program Statement of Work, integrated plans and schedules, and change management procedures and tools
Identification, distribution, tracking, and completion of program requirements.
Establishment and management of the program and subordinate baselines.
Development and adherence to budget baselines utilizing Earned Value Management (EVM) or similar cost & schedule control methodologies and tools.
Identifying, allocating and managing program resources, including workforce planning.
Managing Government/customer supplied property or information (GFE, CFE, etc.).
Managing suppliers to meet program objectives.
Adherence to all internal processes, policies, and applicable industry standards.
Conducting thorough risk & opportunity management practices including identification, mitigation and realization.
Defines the work of employees assigned to the program from matrix organizations.
