About The Position

The Manager of Correctional Services is responsible for managing the regional corrections staff who deliver services to Cree detainees in provincial and federal systems, and for managing community rehabilitation and reintegration programs. The role also involves liaison and engagement between the Cree Nation Government, communities, and other key stakeholders to facilitate, monitor, and evaluate correctional services delivery and objective implementation.

Requirements

  • Bachelor’s degree in Criminology, Sociology, Psychology, Law, Business Administration or related field.
  • Five to eight years of relevant work experience.
  • Experience in project management.
  • Fluency in English.
  • Strong leadership, management and supervisory skills.
  • Strong knowledge of project planning and implementation.
  • Good knowledge and understanding of Cree culture, customs and history.
  • Proven success in maintaining strong communication, including the ability to facilitate effectively.
  • Proven ability to be discreet and maintain confidentiality.
  • High attention to detail and accuracy.
  • Proven ability to demonstrate strong judgment in complex situations.
  • Proven ability to problem-solve, to think strategically, and to take initiative.
  • Demonstrated ability to work under pressure and to adapt to a changing environment.
  • Proficiency in Microsoft Office products.
  • Willingness to travel frequently.
  • Must be able to pass provincial and federal security screening.

Responsibilities

  • Develop, implement and coordinate the delivery of corrections and rehabilitation-focused programs in the federal and provincial detention facilities for Cree clientele in alignment with the objectives established by the department.
  • Evaluate programs to ensure objectives and client needs are adequately met; keep abreast of new and innovative programs developed elsewhere and propose modifications to the Director, as appropriate.
  • Hold yearly session with staff to review all community activities and programs under his/her responsibility and plan for upcoming year.
  • Contribute to and implement strategies to achieve a positive and innovative organizational structure as well as programs and services.
  • Support plans and activities arising at the regional and community level in relation to the objectives established by the department.
  • Participate in annual planning and reporting to Cree Nation Government with other Department Managers and Directors, with respect to program development.
  • Liaise with Ministry of Public Security and various Ministry of Justice offices to facilitate the regular and ongoing transmission of any information with respect to Cree clientele in the corrections system.
  • Provide support to the Corrections Programs Officer on the review of applications to the Corrections Fund and sit on the Fund Coordination Committee for first review.
  • Supervise specialized services such as interpretation/translation or other enhanced services for Cree clientele in detention.
  • Engage with key stakeholders, including other regional entities and the communities, in identifying trends, issues and other initiatives to be incorporated in plans and address the outcomes at the regional level.
  • Collaborate with the Manager of Strategic Planning to produce the above-mentioned report and on the production of the annual report for the department.
  • Attend regularly scheduled regional meetings and participate in committees and conferences dealing with regional programs and services as directed by the Director.
  • Oversee the population of appropriate databases, monitoring cases, interventions, programs, outputs, and follow-ups with Cree clientele, providing regularly reporting on activities and programs.
  • Report any incidents or deficiencies in the provision of governmental services to the Crees and inform the Director of such in a timely manner.
  • Work in conjunction with other Managers to coordinate and report on local and regional projects.
  • Liaise with the Ministry of Public Security and Correctional Services Canada on the production of Correctional Release Plans, Gladue Reports and delivery of programs.
  • Provide quarterly reports and recommendations to the Director on status of programs and activities.
  • Provide reports upon request to the Judicial Advisory Committee, the Justice entities and other stakeholders in developing, implementing and processing identified outcomes.
  • Participate in annual planning and reporting, with respect to program development.
  • Develop and propose a budget to the Director, based on plans and forecasted costs of all programs and activities. Once approved, ensure that the budget is respected.
  • Work with Financial Officer on the monitoring of the budget of programs, travel and any expenses related to unit activities.
  • Supervise and lead direct reports.
  • Assist with development of team objectives, as well as individual objectives for direct reports by ensuring that performance is aligned with those objectives. Ensure that supervisors within team are establishing objectives that are in alignment with departmental objectives, in collaboration with the Department Director.
  • Identify training needs, recommend solutions, and support training and development.
  • Conduct periodic performance evaluations for direct reports and assist supervisors through formal performance evaluations and regular one-on-one meetings.
  • Promote ongoing, effective and open communication with employees. Keep staff members informed of decisions that impact them and/or their department.
  • Maintain up-to-date knowledge and skills in area(s) of responsibility.
  • Perform other duties as required.
