About The Position

The NC Department of Adult Correction is one of the largest state agencies with more than 14,000 employees. It is responsible for safeguarding and preserving lives and property through prevention, protection, and preparation as well as the care, custody, and supervision of all adults sentenced for violating North Carolina laws. This department includes state prisons with custody, healthcare, and facility operations staff as well as probation/parole officers who supervised sentenced people in the community. Other divisions include Administration, Health Services, Rehabilitation & Reentry, Special Operations and the Post-Release Supervision & Parole Commission. We have a mission that matters! This is a position at Marion Correctional Institution located in Marion, North Carolina (McDowell County), which is a Close male prison facility housing approximately 800 offenders. The Administrative Officer III oversees the complete business function of the prison to include all fiscal and Human Resources operations. This requires high level decision making based on knowledge of DAC and Prisons Policy as well as a thorough understanding of Prisons Operations. This position serves on the management team and directly supervises subordinate staff responsible for the areas of budget, accounting, human resources, canteen, clothes house, maintenance, mailroom and trust fund. Position is also responsible for gathering and analyzing data providing management level reports and information on a regular basis. Position will work closely/reports to the Warden to manage the facility budget and make decision regarding expenditures.

Requirements

  • Bachelor’s degree from an appropriately accredited institution and four years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.

  • Experience working with the Human Resources Integrated Payroll System (formerly BEACON).
  • Experience overseeing Business Operations or assisting a Management Level professional with oversight of a large or complex Business Operation.

Responsibilities

  • Provides oversight of all facility administrative operations, including budget, business office functions, procurement, inventory, and support services to ensure efficient and compliant operations.
  • Supervises administrative and support staff, including assigning work, conducting performance evaluations, and ensuring staff are trained in applicable policies and procedures.
  • Implements and monitors administrative policies and procedures in accordance with NCDAC guidelines and State regulations.
  • Prepares, administers, and monitors the facility’s operating budget, ensuring proper fiscal management, reporting, and adherence to established controls.
  • Ensures compliance with internal audits, policy standards, and regulatory requirements, and implements corrective actions as necessary.
  • Serves as a member of the facility’s management team, providing guidance and recommendations on administrative, financial, and operational matters.
  • Coordinates administrative support functions with custody, programs, and maintenance staff to ensure continuous and effective facility operations.
  • Reviews and evaluates administrative processes and operations to identify inefficiencies and implement improvements that enhance accountability and service delivery.
