The Manager of Community Services is primarily responsible for the overall day-to-day management and compliance of the Municipality’s Facility and Parks operations. This position works in a team environment alongside other Facility & Parks specialists in the development of short and long term operations, work plans, capital construction projects, budgets, policy analysis and development, and related business plans and initiatives.

Requirements

  • College diploma in a relevant field of study, such as Recreation & Leisure Administration and/or Facility/Park Operations/Management, or equivalent post-secondary education.
  • Completion or willingness to obtain an ORFA certification; Certified Ice Technician (CIT), Certified Recreation Facilities Professional (CRFP) or other
  • Minimum of 5-7 years of progressive experience working in Recreation, Facility/Park Operations or related, including at least 3 years in a supervisory or leadership role.
  • Experienced in dealing with members of the public as well as contractors.
  • Demonstrated experience in managing multi-site facilities, capital projects and overseeing grounds and building maintenance programs.
  • Strong technical knowledge within facility and park operations including HVAC & Refrigeration, Refrigeration Plant, Building Operations, Energy Management, Sport Fields, Playgrounds, Trails & Grounds Maintenance.
  • Working knowledge of the Occupational Health and Safety Act and other legislative requirements as it pertains to Facility & Park Operations.
  • Strong leadership, organizational, interpersonal relations, oral and written communication skills.
  • Minimum of a valid Ontario class G driver’s license in good standing.
  • Criminal Records and Judicial Matters Check
  • Able to lift up to 30 kg.

Nice To Haves

  • Provincial Regulations guiding Asset Management would be considered an asset.
  • Experience operating various computer software packages an asset.
  • Knowledge of PSD CityWide software is considered an asset.
  • Knowledge of a relevant recreation software is considered an asset

Responsibilities

  • Oversees the day-to-day operations, maintenance, and supervision of all municipal arenas, fire halls, community centres, operation centres, and leasehold properties along with all municipal park amenities such as play structures, sport fields, trails, splash pads, tennis courts and skate parks.
  • Assists in the development of operational and administrative policies and procedures for the operation and maintenance of all municipal arenas, fire halls, community centres, operation centres, and leasehold properties along with all municipal park amenities such as play structures, sport fields, trails, splash pads, tennis courts and skate parks.
  • Implements and monitors preventative and ongoing maintenance programs for facilities, providing the Senior Management Team (SMT) guidance regarding contingency plans for all facilities.
  • Ensures adherence to legislative requirements including, but not limited to, the Building Code, the Fire Code, the Municipal Act, Ontarians with Disabilities Act, the Occupational Health and Safety Act and relevant legislation governing and/or pertinent to service delivery.
  • Conducts periodic inspections of municipal facilities, buildings, and parks to ensure compliance with standards, assess risk and liability issues, and oversee corrective actions as required.
  • Provides input into capital project planning, asset management design, and maintenance related to facilities and parks for capital program implementation.
  • Prepares tenders, quotations for the purchase of equipment, materials and services and participates on project teams for the design/construction and implementation.
  • Coordinates, schedules, and monitors the work of suppliers, vendors, and contractors to ensure safety and compliance with terms and conditions outlined in contracts.
  • Collaborates with the Asset Management Coordinator and the Finance Department to support the Asset Management Program (AMP), ensuring all required asset information is provided and accurately maintained. Partners with Communications Department to keep all public information related to parks and facilities updated and accessible.
  • Provides leadership and direction to the Operations Supervisors through to the Facility Operators and Part-Time Staff along with third party contracted service providers in all aspects of maintenance, construction and related activities.
  • Develops and implements service level strategies to maintain a high level of service to residents through our facilities and grounds.
  • Ensures proper and effective staffing levels to meet the expected service levels through recruitment and development, as well as providing direct supervision, mentoring, coaching, and development of staff.
  • Manages assigned staff, conducts performance reviews, training, and the coordination of equipment vendors, and material suppliers to support the daily operations of municipal facilities and parks.
  • Works in compliance with, and ensures staff are knowledgeable of, and operate in compliance with, the Occupational Health and Safety Act, WHMIS, applicable legislation regulation, statutes, departmental policies/procedures/practices, operational guidelines, and safe work practices.
  • Ensures processes and procedures are in place including training, auditing, work coverage, and related maintenance programs to ensure compliance with legislation and conformance.
  • Manages emergency contingency plans (e.g., power/systems failures, refrigeration plant equipment breakdowns, fire code etc.).
  • Monitors expenditures in relevant budget areas, making adjustments in spending as needed to meet budget projections.
  • Maintains communications and relationships with community stakeholders by handling and responding to resident/public service delivery inquiries and complaints in a timely manner.
  • Documents asset information and data collection for municipal Facility and Park infrastructure.
  • Acts as an alternate for the Emergency Control Group in the absence of the Director of Community Services.
  • Co-operates in maintaining an open, problem-solving climate throughout the Community Services Department; a climate that makes best use of collaborative efforts by all.
  • In coordination with the Director of Community Services and the Treasurer, identify grants and sources of funding, including partnerships pertaining to the Community Services Department.
  • Undertakes special projects and performs other duties as assigned in accordance with departmental or corporate objectives.
