About The Position

Under the direction of the Director of Legislative Services/City Clerk, the Manager of By-law Enforcement and Animal Services manages Enforcement and Animal Services through developing regulatory tools, leading enforcement related projects, organizing, planning, directing and coordinating operations. This position has responsibility for developing and implementing policies and procedures, monitoring service levels and managing the division’s performance, advising and consulting with staff to resolve difficult cases/inquiries while meeting the needs of the public. This role is responsible for managing and monitoring the allocation and use of resources to ensure service levels are met, researching and writing regulations, by-laws, and policies, providing reports and professional advice, and liaising with internal and external agencies. This role fosters a culture of customer service excellence and responsiveness, ensuring adherence to City regulations, by-laws, and customer service standards.

Requirements

Three (3) year Post Secondary Diploma in Law Enforcement or related discipline from an accredited college/university, or an equivalent combination of education and experience.
Municipal Law Enforcement Officer (MLEO) certification.
Ontario Association of Property Standards Officers (OAPSO) certification.
Minimum of eight (8) years of progressively responsible experience in the field of municipal law enforcement with four (4) years of supervisory experience in municipal enforcement.
Thorough working knowledge of municipal by-laws, Provincial Offences Act, Highway Traffic Act, Municipal Act, Ontario Building Code Act, Dog Owners Liability Act, Pounds Act, Canada Evidence Act, Municipal Freedom of Information and Protection of Privacy Act and Regulations, and other pertinent legislation related to enforcement of regulatory by-laws.
Experience with participating in legal proceedings and related functions, including court litigation and provision of evidence.
Familiarity with the Administrative Monetary Penalty System (AMPS) and the creation of municipal by-laws.
Ability to mentor, train, and support staff in achieving objectives in a team environment and to foster teamwork and collaborate with various internal and external partners.
Excellent organizational, problem-solving, and decision-making skills in managing priorities with strict deadlines.
Ability to handle sensitive and/or confidential material and maintain high level of confidentiality.
Must possess a valid Class "G" Ontario Driver's Licence and access to reliable transportation.
Satisfactory Police Criminal Record Check.

Responsibilities

Provides leadership and direction to By-Law Enforcement and Animal Services staff, including: hiring, performance appraisal, discipline, training, coaching, motivating, supervision, and management.
Engages in regular, structured discussions with staff to resolve complaints, provide guidance to the team, encourage and improve individual employee performance, and attain organizational objectives.
Collaborates with other Departments to align programs and service delivery with departmental goals and Council’s strategic initiatives, promoting innovation and engagement.
Coordinates, schedules, and monitors the day-to-day operations of By-Law Enforcement and Animal Services activities.
Oversees the scheduling of full-time and part-time staff to ensure coverage 7 days a week, including after hours on-call.
Develops and implements new programs and initiatives for Council consideration (i.e. parking programs, proactive enforcement programs, monetary penalty programs, etc.)
Manages all by-law related legal matters including court actions, applications and appeals, and work with City legal counsel to determine City’s strategy and course of action.
Responsible for interpreting municipal by-laws, provincial legislation, and court decisions.
Oversees enforcement, interpretation, and public education of City by-laws; ensure compliance through appropriate action in accordance with authority.
Responds to inquiries and complaints from Council, the public, and external agencies regarding the interpretation and enforcement of municipal by-laws and related regulations, policies and procedures.
Reviews and conducts research and analysis on by-law enforcement matters and related policy issues, incorporating best practices and the changing legislative landscape.
Oversees the development and implementation of an Administrative Monetary Penalty System (AMPS)
Ensures the provision of Parking and By-Law Enforcement for the City, relating to the inspection, maintenance, investigations, and enforcement of City by-Laws, including but not limited to Licences, Parking, Lot Maintenance, and other regulations are followed.
Ensures staff compliance with provincial codes, regulations, and by-laws and the consequences of contravention, including assisting staff in preparing evidence for court prosecutions. These include Municipal/Provincial Acts and Statutes, the Canadian Charter of Rights and Freedoms, the Municipal Freedom of Information and Protection of Privacy Act, as well as Municipal By-Laws and Site Plan Agreements.
Oversees the issuance of enforcement actions, such as laying charges as well as authorizing ticket cancellations due to malfunction parking control device or error.
Ensures an effective and appropriate animal control/welfare program including the development and implementation of policies, the day-to-day administration of the animal shelter, management of animal control/by-law staff, work with Municipal Service Partners and related stakeholders and general promotion of activities for animal control/welfare.
Provides animal services for Municipal partners (Central Elgin, Southwold).
Leads during Ministry of Agriculture, Food and Rural Affairs, or Ministry of Labour infection control inspections and audits, reviews, and reports for non-compliance, creates and implements action plans to ensure non-compliance is resolved.
Provides customer service and assistance to the general public, City staff and outside agencies, answers telephone calls and e-mails regarding By-law Enforcement and Animal Services.
Effectively responds to inquiries, concerns and complaints utilizing customer relationship management software from residents, the public, user groups, senior staff and other departments. Ensures that inquiries and complaints are appropriately investigated and addressed in accordance with the Corporate Customer Service Plan and policies.
